At the entrance of the Strasbourg palace, one could see people waiting anxiously inside, where the final day of the Council of Europe’s selection process was taking place. The person had just arrived from his country, perhaps to hold several meetings in the late hours of the night. To take a look at the news that had come from home and perhaps also to take back with him some joyful message about this trophy that had remained in his country. It was March 17. Friday. Nine in the morning. Beyond the entrance of the palace, representatives of delegations from various countries moved about under the stairs and through the corridors, waiting for a leisurely announcement. Some well-known faces from regional politics and beyond. Some faces from the press. Members of the European Parliament. Many people. כולם under the weight of anxiety. Albania was waiting. In the cold corridors, in the waiting rooms and in the phone alcoves, people repeatedly glanced at the lists, posters and boards. Somewhere in the palace’s spaces, fragmentary news was circulating. Names, comments, reactions were heard. But nothing complete. In that environment where the news was awaited, Albania was there, with its hopes, with its name, with its anxiety.

Albania must illuminate a new time

The voice of the Assembly has appeared trustworthy and hopeful ever since the decision to accept Albania into the Council of Europe. Perhaps one of the most meaningful values of this great institution, which protects human beings and their freedoms like few others do, is precisely the civilizing energy it conveys. Albania enters this sphere not merely through a formal act, but as a country that must build new political and institutional standards. Admission to the Council of Europe is an event that calls for responsibility, restraint and foresight.
In this sense, the path that opens up is more a challenge than a political ornament. Albania must illuminate a new time with a culture of dialogue, respect for the law, and a will for reform. Only in this way does admission gain its full meaning and become an opportunity for its citizens.

15 million ECU disbursed for Albania
