In the report delivered by the party chairman for Tirana, Musa Ulqini, a comprehensive analysis of the situation was presented, along with concrete alternatives and a definition of the tasks for all the Party’s structures and organizational units in Tirana. “We deserve,” he said, “to win two-thirds of the votes in Tirana together with the other opposition forces. Our call is: Let us all unite, regardless of party differences, to defend the free vote against the efforts of Berisha’s clan to manipulate and steal the people’s vote.”

This time in person, not merely with an unsigned and unstamped document announcing the “holy day” of the seizure—the decree promulgating the election law. Berisha appeared in this capacity yesterday at the meeting of the DP’s National Council, in order to take definitive charge of the election headquarters; this time, too, he was entirely dressed in the suit that he presents as the symbol of national unity, the institution of the president. The meeting was held just 100 metres from the presidential building and, according to several DP MPs, Berisha himself chose the location in order to impose his will on the party, in keeping with his own concept. While at 10:00 Berisha was leading as DP chairman, outside the hall the lynching of former DP chairman Eduart Selami continued; he was left with “not a single mandate standing,” since Berisha has always occupied the legitimate chair. Eduart Selami, former DP chairman and now cast aside, was not allowed to take part in the meeting, although he is still a member of the DP National Council. His presence—even after the invitation to reconcile with the DP and go into the elections united—was beyond question until around 10:00, when the guards caused a scandal by refusing to let him enter the hall where the assembly was being held. It seems that the optimism expressed by the former DP chairman after he was ousted in March has now come to an end, along with the internal democracy of this party. Even the last founder of the DP remaining in the party experienced this phase yesterday, to bid a definitive farewell and deliver openly and clearly the message often conveyed aloud: You will no longer be the DP’s candidate. Yugoslavia will never be fully integrated into the international community unless it resolves Kosovo’s status U.S. Secretary of State Warren Christopher said Yugoslavia would not be fully accepted into the international community unless Belgrade restored human rights in Kosovo and ensured the extradition of Serbs accused of war crimes, radio “Voice of America” reported. Bringing his two-day visit to the Balkans to an end, Secretary Christopher told reporters in Belgrade that the United States believes Kosovo should have a status that ensures respect for the human rights and political rights of its residents. Secretary Christopher added that Yugoslavia would never be fully integrated, would never be fully accepted into the international community, and would never enjoy full recognition by the United States unless it resolved Kosovo’s status.
