Decree of the President of the Republic, Sali Berisha The entire Albanian people learned with deep sorrow of the terrible tragedy of May 7, 1996, in which 13 students of the Starovë high school and their teacher lost their lives in Lake Prespa. To honor their memory, pursuant to Article 28, point 19, of Law 7 491, dated 29.4.1991, on the Main Constitutional Provisions, I decree: Article 1. Thursday, May 9, 1996, is declared a day of national mourning. Article 2. On this day, all state institutions shall fly the national flag at half-mast, and all theatrical and film performances, concerts, other cultural and sporting activities, and any political or electoral activity shall be suspended.
