Decree of the President of the Republic, Sali Berisha
Article 1: Thursday, 16 June 1996, is declared a national day of mourning. Article 2: All state institutions in the center and in the districts are required to lower the national flag to half-mast, as well as in all our diplomatic and consular missions abroad. Likewise, family celebrations planned for this date, with their brides because of the catastrophe of 3 July on the same date, have been postponed to 29.4.1991, for the main provisions of Law 7491, dated 29.4.1991, on the main constitutional provisions, I decree:
