The opposition parties, in accordance with the law on the holding of public gatherings, submitted a request to the Ministry of Public Order and the police directorates of the city of Tirana to hold a rally in Skënderbej Square on Sunday, 19.01.1997, at 11:00. But, absurdly, the leaders of the Ministry of Public Order—and, in particular, the Tirana Police Director Petrit Kaloshi—are acting unconstitutionally by obstructing one of humanity’s fundamental rights and freedoms: the right to peaceful assembly.
The obstruction of rallies will place the current regime in a position more anti-democratic than that of Belgrade, where the opposition has been holding its demonstrations for two months. The true sovereign of the squares is the people alone. After the state stole Albanians’ free vote and now also the money they earned through years of toil and sweat, both at home and abroad, they will no longer accept the blows of a regime on the brink of defeat or the demagoguery trumpeted at the meeting of the National Council of the DP.
