Italy unblocks the agreement

For Albania’s rapid economic recovery The three-year agreement should have been signed as early as November of last year, but Berisha’s government became an obstacle to the development of the elections; the solutions of the new government carry out consultations; a new optimal framework for economic cooperation with the International Community in the interest of Albania’s development The signing of the election extensions and the development of the new government create optimal conditions for economic cooperation with the International Community. Meanwhile, the agreement on economic cooperation between the Albanian government and the Italian government could soon be signed. The newspaper “Koha Jonë” reports that the Italian government, after the Albanian elections, has been interested in signing this agreement as soon as possible, regardless of the fact that in recent months it had blocked it because of the Albanian situation. Sources at the Ministry of Foreign Affairs say that the three-year agreement, which could have been ready to be signed as early as November of last year, could not be signed because of the negative developments under the Berisha regime, which thus obstructed the implementation of a highly useful program for Albanian society. The most needy strata and those most affected during the unrest of recent months would benefit from this program. It is also learned that the new government to be formed in Tirana will have close cooperation with the Italian government through visits by specialists from various fields, in order to become familiar at first hand with the real situation and also to make it possible to find the most efficient ways to carry out aid and investments from the Italian state in our country. Within this framework, joint and coordinated efforts between Tirana and Rome will be undertaken. In this way, it will become possible to repair the damage caused during the unrest and to carry out a series of investments in the service of the Albanian economy, which will create better living conditions for our people.

The PSSH facing the challenges of the future The victory in the 29 June elections, insofar as, besides being fresh, it also proves the strength, progressive vitality and dynamism of the Socialist Party. The credit for this victory belongs first and foremost to the Socialist Party, which waged a calm, measured and thoughtful campaign, to socialists and the many sympathizers in all four corners of the country, from south to north, from village to city. They all sealed with their free, calm and exemplary vote a victory directly grounded in their own convictions about Albania’s past and future. On the other hand, it is equally true that Albanians did not allow the power to collapse, thanks also to the proper reaction of the entire left and a part of the Albanian center. Likewise, some wise right-wing citizens, who correctly understood the situation in the country and the danger posed by extremist forces, made a clear decision in favor of change. As can be seen, the responsibilities of the socialists and the new government will now be greater. A minimum program has been laid before them, the implementation of which will be possible over a medium-term perspective, giving a clear picture to moderate, believing forces, but also to their opponents. This condensed program requires above all extraordinary concentration, not only from the new government but also from Parliament, to solve the main problems quickly and decisively. On this basis, and before this, a strong and clear civic order must be established throughout the country. It is an urgent first need to achieve this and, in conditions of general concern, to merge the army and the state as soon as possible in the sense of the rule of law, the return of citizens to their homes, the reactivation of public administration and other civic services. This would be, among other things, the first sign of the return of hope and citizens’ confidence that they have not entered a hell, but a somewhat better future. What is of particular importance, though not the only thing, is the imperative now requiring the socialist government to give, before anything else, the stability of the entire country and the economy, which is difficult to achieve. The economy remains burdened not only by the major consequences of the political crisis and yesterday’s uncertainties, but also by the anarchy of power that has engulfed Albania in these bad years. All this calls for rapid, measured solutions and daily, sustained action by the new leaders of the administration. These actions will have to send clear and immediate signals of a change in the relationship between the state and the citizen and of its authority in every corner of the country. Beyond the fashionable phrases of the era about the necessity of the market and the freedom of entrepreneurship, in the bitter reality experienced by Albanians during the years of its activity, the imperative before the socialists and their new government is the revaluation of the state. In the conditions of a society emerging as from a national catastrophe, which has been deeply torn apart by corruption and the uninterrupted proliferation of clientelist enterprises, and to make this happen as well, the economy will not be able to rise without its new orientation. By being close to people, close to their worries and interests, without overlooking the need for reforms, the future government must be economically strong and it must also be the moral hope of society and its citizens. Cooperation with international organizations will be of great importance, especially with the International Monetary Fund. The government must give this cooperation a completely new content. Not a blind import ideology, but cooperation with reliable and responsible partners for the economy that we Albanians want to build. In fact, it will not be easy for the new government. It will inherit very difficult days, but not hopeless ones. With an agile, balanced approach, with determination to fulfill its obligations to the country, without partisan bias, but guided by the general interests of all strata of the population, the socialist government can overcome the difficult first days and, with responsibility, also create hope for the future. Its responsibilities are great because on them the country’s and the world’s trust in Albania will soon be measured.
