In this case alone, 14 million ECU were given to Berisha’s government to distribute to the army and the police; thus receiving 8 million pesetas to prepare the next election campaign. 429 million ECU were given to that same government for the restoration of the railway infrastructure and Albanian ports, including 650 million ECU to finance the private operators to whom management of infrastructure in Albania had been entrusted, while 424 million ECU were given for the modernization of the fiscal system. Again, thus receiving 8 million pesetas to pay foreign specialists whom Berisha’s government had appointed to do work that Albanians could do?
