Our country had no government until one month after the elections. After emerging into Albania’s pluralist system, the country’s government sent messages of grandeur; the country moved toward normality, toward the restoration of state institutions, always under the conditions of the unprecedented terrorism and criminality of these past 6–7 years, after Berisha’s backward rule.
It was very calm not only because punishment worked, but above all because it made clear that its priority was restoring security in the streets, order. Many areas are still not under police control. Many anonymous people and former Security stooges have become spokesmen for a volcanic purpose in the newspapers, making statements and calling for calm. These people should speak as little as possible, in a low voice. The real criminals commit barbarities in the name of the law.
Many officers have left their posts in the Ministry of the Interior for work and other reasons, but work is still being done. Relevant findings on this matter are also being made known to us by government and ministry sources. Likewise, in journalism and within the new police force, names and figures are being circulated in a frightening and scandalous way. Such names should be made public and the ministry should remove them from office.
Among the publications dealing more extensively with such issues has been a series of materials on the situation in Elbasan, Tirana, Shkodër, Lezhë, Kavajë, Sarandë, Pukë and Vlorë, where individuals with a criminal past and Security-service backgrounds are still active and in command. Many names have been noted in circulation, but there are also other unverified sources. Despite this, the government and the Ministry of the Interior must carry out an urgent verification of the middle and senior ranks of the police and its structures, as well as of commissioners and police-station chiefs.
The publications have also mentioned by name the people involved in serious criminal events who should be handed over to the justice authorities. They cannot be protected in the name of calm simply by invoking a difficult situation. These people must be brought before the law.
