The Albanian state now has a comprehensive anti-corruption strategy. Perceived by most Albanians as a widespread phenomenon, corruption—which has been discussed in the press more than anything else and has become a powerful element in the political struggle—had remained a taboo subject for the previous government. Meanwhile, the current government is addressing this problem openly and without reservation. Naturally, this approach has been neither emotional nor amateurish, nor driven by any possible political rivalries. International representatives have expressed satisfaction with the Albanian government’s willingness and readiness to cooperate in defining measures to combat corruption. In this context, at our government’s initiative and in cooperation with the World Bank, the Government Commission for drafting institutional frameworks to combat corruption has been established... ...The fight against corruption is not simply a matter of setting up teams, centralizing authority, strengthening control measures—in short, it is not a matter of military-police methods or state authoritarianism, as some might think. The fight against corruption is a matter of building institutions and creating an adequate legal framework; it involves increasing the individual’s civic responsibility, including that of the media, in relation to the responsibility of public authority.
