TIRANË—The director of the port of Durrës, Lorand Bafti, has issued an ultimatum to the companies of ship owners who have unloaded “Serbian cement” to send the goods onward to Kosovo. Zëri has managed to obtain a copy of order no. 20, by which he demands briefly “that all owners withdraw the ships by tomorrow, warning them that otherwise they will face political “death.” Likewise, the government official has asked the heads of the maritime agencies to group the ships at a designated berth, where the confiscation of the cement will take place. To prevent the unloading of any other goods, the port director, through another notice, accuses in the prosecutor’s office the head of the traders’ movement, Pjetër Arbnori [?], of shutting down the activity. Following the protests of ship owners against the confiscation, the head of government has decided to begin a special visit today to the port of Durrës. The head of government, accompanied by the Minister of Transport, Spartak Poçi, is to see firsthand the reaction of the managers and the owners. At present, 7,000 tons of Albanian-Serbian cement, which is on the ships, has not been blocked. It is being sent toward Kosovo, while another 2,000 tons are moving toward Durrës. In his order, Bafti, after labeling them as “mafia members,” forces the owners to ensure that as of Sunday at 24:00 further imports are stopped. In the order he writes: “All ship owners who do not have Serbian cement must withdraw immediately from the port of Durrës.” According to the owners, this order is illegal. Many of them say they have received an ultimatum from a state director with no legal basis whatsoever. Yesterday, managers of several ships told “Zëri” that they would defy the order and continue unloading. “We made sure the cargo was sent.” On the same ship, with packed goods [?], the workers did not enter. In his second order, the port director also prohibits trucks from entering the pier except those that will transport the cement to Kosovo. All other vehicles, he has called “suspicious” and says they will not be allowed to enter. They were due to be checked. Meanwhile, sources from the port said that a special plan is being prepared to maintain order. This plan may also include the use of force. If the scenario is implemented, there may be a clash between the ship owners and the security forces. For the moment PS and there are [..] 5 or 6 ships waiting to enter the port. They have mostly cement. If the authorities implement Lorand Bafti’s order, all these ships will remain in line for several days. It seems that a new political pressure has begun after the situation. The reason is that the goods are going toward Kosovo, but the port leaders consider it [as] suspicious trade. If the authorities block the movement, the conflict between the owners and the directorate will become unavoidable. Page 5
