abc The Albanian state continues to suffer from the failure of its institutions to function. While it should be dealing with the country’s development projects, it is wasting time dealing with the consequences created by the failure of institutions to function. Yesterday, Pëllumb Shehaj appeared on a local TV station, a person wanted in Albania with an international arrest warrant hanging over him. Shehaj, who borrowed millions of USD from several thousand Albanians, appeared yesterday in a world of wonders. There were no wonders involving money, truly expected by the lenders, but political wonders. Shehaj said yesterday that he had been offered 1 million dollars to buy 80 hungry border dogs and set them on the Parliament elected on 29 June!!! Meanwhile, Shehaj lost no time in inviting the people of Vlora to apologize to Berisha, but also to rise up and overthrow the government in power. Shehaj did all this on the screen of a TV station. In a free country, freedom does indeed have a limit: the Constitution. In a free country, uncensored information has access, but calls for unconstitutional action cannot be called information. The misfortune is that the freedom exploited by some who opened private television channels has now produced SHIK TV, turned into an unlicensed weapon in the hands of a political grouping. Everyone being crazy on “SCOOP” is perfectly normal. But when this is accompanied by calls for unconstitutional action, the abnormality becomes the property of a certain political group whose aim is precisely an unconstitutional act. And this is not the first time. On the evening of 12 September ’98, throughout the day on 13 September, and on the morning of 14 September, the same thing happened: people were called upon to take up arms and overthrow the state and its institutions. It all continued until the police took to the streets with the force of the law. I recall that on the 13th it appeared on screen, while SHIK began broadcasting “Albanian Songs”. When something happens once, you can say it is a coincidence, but when it happens a second time, there is no need to look for a reason for the broadcast, especially when it concerns people who have no legal document whatsoever proving their existence in a state governed by law. Pëllumb Shehaj is no wonder. It is no surprise if he goes out into the street and shouts. But when he appears on a screen, that is a different problem. At the very least, Shehaj persists in his unconstitutional actions. None of this would be happening if a certain institution, the National Council of Radio and Television, were functioning and enforcing the law.
