Several times the arrangements of power in the hands of former authorities have changed. When the Republic of Bosnia and Herzegovina was recognized by the international community on 6 April 1992, this was part of a broad process of Yugoslavia’s disintegration. In other cases, border questions and political status remain unresolved. In 1878, with the decisions of the Congress of Berlin, some territorial changes in the Balkans were recognized. This is one of the reasons why historical texts mention the importance of different dates for liberation and independence. For Tirana, for Shkodra, for Kosovo, and for Albanian lands outside the state borders, the question of liberation and freedom has had different meanings in different periods.
