Chronicle On the morning of 12 May at the Embassy of the Romanian Republic, a working meeting was held between Mr. Çivu, deputy of the Romanian Agrarian Democratic Party, the ambassador of the Romanian Republic, Mr. George Miku, and the chairman of the Albanian Republican Party, Mr. Sabri Godo, and the head of the foreign relations sector, Mr. Çerçiz Mino, journalists. The deputy, Mr. Çivu, who requested this meeting, conveyed the greetings of the Steering Committee of the Romanian Agrarian Party and of the party president, Viktor Surdu. He gave an overview of the work of the Romanian Agrarian Democratic Party, its activities and its future prospects in the election program. The Romanian Agrarian Democratic Party today has a number of deputies and ministers in the government of the Romanian Republic and believes it can reach around 20 percent of the vote in the upcoming elections. Mr. Çivu stressed his particular satisfaction with the relations between the Romanian Agrarian Democratic Party and the Albanian Republican Party, which appear to be two parties with a traditional line of affinity regarding the hopes of our peoples. Mr. Çivu expressed respect for the PRSH and emphasized that for us progress does not depend on whether a party is large or small, but on capability and responsibility. He expressed the conviction that the PR will play a more important role in the market, better in strength and in its representative profile. At the same time, deputy Çivu invited Mr. Godo and a party delegation to a working visit to Romania in order to become even better acquainted with the activities and problems of the two parties. Mr. Godo thanked deputy Çivu on behalf of the PR for the interest and opinions expressed on behalf of the Romanian Agrarian Democratic Party and its president Surdu toward the Albanian PR. He also explained the results and contributions of 22 May and saw in this victory for the PR the true national democracy of the Albanians. He spoke about the results of the 22 May elections, analyzed the role of the Republican Party, and reaffirmed the PR’s status as a popular party and its popular psychology. On 12 May 1992, at the headquarters of the Republican Party, a working meeting was held with Miss Mary Katrin Andrew, a senior official of the American Republican Institute, and Messrs. Sabri Godo, Çerçiz Minomataj and Marenglen Gjonaj. Miss Andrew, a distinguished friend, presented the project and activity of this Institute concerning the organization of various seminars for local elections. The seminar will be held on 14/5/1992 in Tirana with the participation of the Republican, Democratic and Social Democratic Parties. Also on 15.5.1992 a special working meeting will be held between the gentlemen of the American Republican Institute and several cadres of the PRSH. The Albanian Republican Party, faithful to its program in the interest and benefit of the people, has declared that it is against every form of robbery, theft and corruption, the offspring of bad governance and poor administration in the economy. HOW TO ESCAPE BAD MANAGEMENT IN THE ECONOMY IF NOTHING IS STOLEN AND NOTHING CAN BE RUINED IN THE ENTERPRISE - THE DIRECTOR, THE HEAD, THE MANAGER CANNOT SELL IT TO MR. MESH FOR MONEY AND THE STABILIZATION OF THE SITUATION AND THE START OF ECONOMIC ACTIVITIES ACCORDING TO THE PROGRAM OF THE DEMOCRATIC GOVERNMENT. The Albanian Republican Party, faithful to its program in the interest and benefit of the people, has declared that it is against every robbery, theft and corruption, the product of bad governance and bad administra- tion in the economy. It denounces the governments and the apparatuses of Çarçani, Nanos, Bufi, Ahmeti, who, through incompetence and deliberate corruption, under the supposed pretext of starting pri- vatisation, drove the economy to destruction and the country to cata- strophe. The damage from robberies, thefts and other acts that violently accompany them is so great that it surpasses that caused by the occu- pying invasions carried out during World War I and World War II in Albania. The economic damage in the countryside and in cities has brought about a situation in which now every good and noble Albanian should not need great effort to pull himself together and understand that with robberies and thefts, whether these are personal or street-level, “organized”, one cannot live with chaos and anarchy. In this sense, the Republican Party and its sympathizers stand alongside President Ber- isha and Mr. Meksi in the measures to stabilize the situation and begin economic activities according to the program of the democratic govern- ment. We would like them to be a sort of Albanian Napoleon in the struggle against ROBBERY AND THEFT. France at that time found Napoleon with three characteristics: in an- archy, at the center of a wave of robberies and with the budget in ruins, because of the corruption of officials. In these circumstances, he declared war on robbery, not hesitating to refute the well-known proverb: he preferred to punish ten innocent people rather than forgive or let one guilty person escape. A hard blow fell on speculators, and on the robbers of the public treasury; under strict scrutiny the verification of accounts was completed with the strictest vigilance, and payments that did not seem sufficiently regular were stopped. 80 ALBANIAN CHILDREN FOR HOLIDAYS IN THE CZECH AND SLOVAK FEDERAL REPUBLIC On Sunday, 10 May 1992, the first group of 40 children departed on a special plane for the Czech and Slovak Federal Republic; they will spend their holidays in the city of Albrechtice. The second group will leave on 30 June. Mrs. Jeroslava Strzhynova, head of the “House for Foreign Relations” at the Ministry of Education, Youth and Sports of the Czech Republic, had come to take charge of the group of children. At Rinas airport, to see off the 5-7-year-old children, were present Minister of Education Mr. Ylli Vejsiu, Deputy Minister of Education Mr. Vasilaq Zoto, the extraordinary and plenipotentiary ambassador of the Czech and Slovak Federal Republic in Tirana, Mr. Jindrih Mandak, the first secretary of this embassy Mr. Jirih Sedlak, the secretary in charge of cultural matters Mr. Ivan Shvenda, etc. From the organizing committee for the children’s stay in Albrechtice came Messrs. Mustafa Kranja, Gjergj Titani, Hysen Haxhi, parents and guardians of the children, etc. The escort of the little ones from Albania is Vera Kamani. The children, happy and joyful, with bright smiles and flowers in their hands, climbed the steps of the plane like beautiful birds, waving goodbye. Have a good and beautiful holiday, children! They are our youngest and happiest generation, born after the death of the dictator and the dictatorship, and a beautiful and happy future awaits them. We greet and thank the people involved in this activity as well as the friendly Czech and Slovak state for the perfect organization of the trip, and above all for the care and warmth shown toward Albanian children by arranging beautiful holidays. Qazi, a communist forgotten by everyone 8 JUNE - THE 1st CONGRESS OF THE PR PRSH WILL FIGHT FOR THE FULL AND COMPREHENSIVE ESTABLISHMENT OF DEMOCRACY AT ALL LEVELS OF STATE WORK Qazi, a communist forgotten by everyone Article 24 is now being discussed everywhere. Many accepted it as a necessity for dismantling the structure. Communism is...? In any case, it is a part of a terrible enslaving people. These are generally the tendencies of the dictatorship who served it with devotion until the moment it fell. And to fulfill this, they sacrificed everything, sacrificed their honor and dignity. They were the executors and implementers of the laws and articles that persecuted this people to the core. For these reasons they do not want to change to a new system. These people survived only for diktat, and it swallowed them up, leaving behind those of theirs. It is precisely with these habits that Article 24 will now deal. QUIET ON “MARSEL KASEN” STREET On “Marsel Kasen” Street, a little before you reach the Ministry of Foreign Affairs, there is a 4-storey building, whose roof has been decorated with some kind of antennas looking in all four directions. When spoken of, ATSH is mentioned; like the rooftop antennas, it is said to be placed there to gather news from the world. ATSH stands for Agjencia Telegrafike Shqiptare (Albanian Telegraphic Agency). Yet when one hears those words, a poor soul thinks, I suppose, that this building, which receives and sends news from all four corners of the world, must be very noisy. In reality the opposite is true. The building is quiet and deserted. Its employees (there are 160 of them) can be met on duty everywhere, but hardly at ATSH. Liljana Hoxha, for example, since the time of the reforms has appeared at ATSH only to hand in reports ... (?) Most of the time she is on leave and spends it without the right to travel, although the law allows only one month. In any case, Liljana’s affairs are in order. But is it only Liljana? At ATSH today people come and go as they wish, when they wish and as much as they wish. For example, on the steps in front of the building you come across all kinds of cars with white and black license plates. In front of them and at the gate the clip on that street of “Marsel Kasen”, with the presence of ATSH now waits. Touch restructuring..! THERE ARE ALSO PERSECUTED PEOPLE AT ATSH The director of ATSH, Taqo Zoto, for 13 years in this job, has extraordinary calm and confidence in speaking. Many of my colleagues have often asked me and have been surprised by the fact that ATSH has not been hit and swept up in that way. His voice is extremely confident, just as his ties with the top leadership have been; the people leading ATSH have been carefully selected individuals. Biography first and foremost. NOTICE Soon, through the interline system among various carriers, the Albanian airline company Albanian Airlines was created. This company will begin operations on 18 May 1992 with the Tirana-Vienna-Tirana route three times a week, as follows: Tirana-Vienna: departures from Tirana at 13:55 and arrival in Vienna at 16:25. Vienna-Tirana: departure from Vienna at 11:15 and arrival in Tirana at 13:30. “Albanian Airlines” B-707 flights operate with a DASh B-300 aircraft with a capacity of 50 seats from the Austrian company “Tyrolean Airways.” This company ensures a comfortable journey and the operating schedules are arranged in such a way as to make connections from Vienna to Frankfurt, Munich, Zurich, Rome, Milan, Paris, etc. Travel tickets with this company are reasonably priced. Reservations and ticket sales are carried out at Albtransport, “Kongresi i Permetit” Street, from 08:00 to 15:00 every day except Sunday. STATEMENT BY ACADEMIC REXHEP QOSJA The Kosovar intellectual, academic Rexhep Qosja, declared to Albanian radio that the West supports the Albanians in Kosovo and their just struggle for the securing of national and human rights, but does not recognize the right to statehood. Rexhep Qosja, together with Ibrahim Rugova, the leader of the Kosovar Albanian alternative, are among the most frequent figures in the official Albanian nomenclature. Qosja compared the present situation in Kosovo with that of the time of the Balkan wars, because even then, just as now, the resistance of the oppressed Albanian people was present.

Problems of Local Government

Problems of Local Government “THEIR WATER OF DEMOCRACY” The plebiscitary victory of 22 March, the creation of a parliament capable of solving nationwide problems, the election of the new president, the new government, all of these can be called only the first step in the creation of a democratic state. These bodies make up only a part of the central superstructure. The problem of organizing local government is decisive for the social system, which means that without a just and complete solution in the implementation of the principles of democracy in local government, we cannot be sure of the victory of democracy, we cannot have the normal functioning of the state apparatus and, most importantly, there is a need to combat the disruption of public order by destructive elements in order to restore organized crime, and to increase overall destabilization by creating doubt and lack of trust in democracy among the broad masses of ordinary people, which makes the solution to the problem of local government more difficult, on the basis of the principles of the new constitution, which is not yet in force and has been positively assessed by specialized international bodies. For a truly democratic state, the basic principle of organizing local government is the implementation of decentralization and local self-government, which has made possible the development of creative initiative and rapid progress in every field, especially in the economic sector. Bearing in mind the thick chains of bureaucratic centralization that were tied to the foundation of the central body in the past, decentralization cannot be understood as a simple act of breaking up these chains, but as the severing of a certain system and the establishment of a combined system for the rights and duties of local bodies, defined in legal acts. Given the historical conditions our country is going through, although we are a European country, the required effectiveness cannot guide us into different forms of organization. Thus, if today in a European state there is no administrative-social body in the smaller lower units, such as villages, in our country its organization is necessary for these main reasons: 1. For the organization of the “shiyte”-min of natural wealth, as well as for the stability and resolution of the village’s narrow problems. 2. For the follow-up and implementation of obligations toward the highest authority. 3. For the solution of social problems. Considering the village as the basic cell of socio-economic activity, it is understood that the proper functioning of these cells determines the normal functioning of the Republic as well.
