The damage caused by looting, theft and the other violent acts accompanying them is so great that it exceeds that inflicted by the occupying enemies during the First and Second World Wars in Albania. The economic damage in the countryside and the towns has brought about a state of affairs in which the good and noble Albanian will now have to endure great hardship to recover and understand that life is impossible amid looting and theft, whether personal or carried out in the streets, “organized” or otherwise, amid chaos and anarchy. On Sunday, 10 May 1992, the first group of 40 children set off by special plane for the Czech and Slovak Federal Republic, where they will spend their holidays in the town of Albrechtice. The second group will leave on 30 June. Mrs. Jeroslava Smržhova, representative of the “House for Foreign Relations” at the Ministry of Education, Youth and Sports of the Czech Republic, had come to take charge of the group of children. Article 24 is now being discussed everywhere: many people accept it as necessary for dismantling the half-century-old communist structure. Nevertheless, there are some people who draw back and hide from it. They are generally the spokesmen of the dictatorship, who stayed loyal to it until the very last moment and, to perform this service, sacrificed even their dignity. They had been the enforcers and implementers of the laws and articles that persecuted this people to the core. For this reason they are incapable of building a new system. These people multiplied only for the dictatorship, and it swallowed them itself, leaving their shadows behind. It is precisely these shadows that Article 24 will now deal with. QUIET ON “MARSEL KASHEN” STREET some things like antennae looking in every direction. The building in question was called ATSH, and they say the rooftop antennas had been installed to gather news from around the world. ATSH is an abbreviation of the words Albanian Telegraphic Agency. Judging from the meaning of the words as a whole, one might (poor soul) think that this building, which receives and sends out the world’s hottest news, must be very noisy. In reality, the opposite is true. This six-storey building is plunged into tomb-like silence and looks abandoned. Its employees (there are 160 today) can be found at their leisure, but observe— A good part of the time has been spent, and continues to be spent, unjustly away from work, even though the law allows only one month of leave. Yet— in front of the building one comes across rows of cars with white and black license plates. Beside them, and at the gate, there is a dog; on “Marsel Kashen” Street, ATSH is now conspicuously waiting. Waiting: for restructuring...! THERE ARE ALSO PERSECUTED PEOPLE AT ATSH! The director of ATSH, Taqo Zoto (36 years in this job), speaks with extraordinary composure and confidence. — Many of my colleagues have often asked me, and have been astonished by the fact that nobody has attacked or taken over ATSH. His voice is very confident, just as his books have also been of a very high standard. The managers of ATSH were people selected with care. On the morning of 12 May, a working meeting was held at the Embassy of the Romanian Republic between Mr. Çivu, deputy of the Romanian Agrarian Democratic Party; the Ambassador of the Romanian Republic, Mr. George Miku; and the chairman of the Albanian Republican Party, Mr. Sabri Godo. In this area of foreign relations, Mr. Çerçiz Mingomataj [was present]. Deputy Çivu, who had requested the meeting, conveyed the greetings of the Steering Committee of the Romanian Agrarian Party and its president, Viktor Surdu. He gave an overview of the work of the Romanian Agrarian Democratic Party, its activities and the prospects opening up for it in the election program. The Romanian Agrarian Democratic Party currently has a number of deputies and ministers in the government of the Romanian Republic and believes that it can reach around 20 percent of the vote in the upcoming elections. Mr. Çivu emphasized the special importance of relations between the Romanian Agrarian Democratic Party and the Albanian Republican Party, which are now the two parties that most clearly represent the friendly traditions of our peoples. Mr. Çivu expressed his respect for the ARP and stressed that what matters for this party is not whether it is designated a large or small party, but what the Party represents. He expressed his conviction that the RP would in future demonstrate its vision and its strength more clearly to Albanian public opinion as a whole. At the same time, the Romanian guest, Deputy Çivu, spoke with Mr. Godo and a party delegation about beginning a working visit to Romania to learn more about the activities and issues of the two parties. Mr. Godo thanked Mr. Çivu, on behalf of the RP, for the greetings and views expressed on behalf of the Romanian Agrarian Democratic Party and its president, Surdu, toward the Albanian RP. He explained to the Romanian guest the successes of the 22 March elections and his own and the RP’s tireless contribution to these historic and democratic victories of the Albanians. In the conversation, it was emphasized that the experience of a large party in organizing and mobilizing the people is of particular importance. Mr. Godo thanked Mr. Çivu for the invitation extended to him and, on behalf of the Republican Party, invited a delegation of the Romanian Agrarian Democratic Party to our country. «JUDGES OF DEMOCRACY» The plebiscitary victory of March 22, the creation of a parliament capable of resolving nationwide problems, the election of the new president, the new government—all these can be called only the first step toward creating a democratic state. These bodies make up only part of the central superstructure. The problem of organizing local government is decisive for the social system. This means that without a proper and comprehensive implementation of the principles of democracy in local government, we cannot be sure of democracy’s victory; the state apparatus cannot function normally; and, more importantly, opportunities are created for subversion of public order by destructive elements, for the creation of organized crime, and for increased general destabilization, fostering doubt and distrust in democracy among the broad masses of ordinary people. All this makes it urgent to resolve the problem of local government on the basis of the principles of the new constitution, which has been reviewed and assessed positively by specialized international bodies. For a genuinely democratic state, the basic principle for organizing local government is the implementation of decentralization and local self-government. This makes it possible to develop creative initiatives and achieve rapid progress in all fields, especially in the economic sector. Considering the chains of bureaucratic centralization inherited from the central authorities of the monist past, decentralization cannot be understood as a simple act of breaking those chains, but as the dismantling of a particular system and the establishment of a combined system defining the rights and duties of each local unit in legal acts. Given the historical circumstances our country is going through, although we are a European country, the effectiveness required for sending the children to Albrehtice had been taken on by the gentlemen Musta fa Kranitja, Gjergj Titani, Hysen Haxhia, the children’s parents and guardians, etc. Vera Kamani has been appointed to accompany the children on behalf of the Albanian side. To resolve social problems. Considering the village the basic cell of economic and social activity, it is clear that the proper functioning of these cells determines the normal functioning of the body of the Republic.
