For a comprehensive review of property issues and, in particular, the law on land

To the President of the Republic of Albania, Mr. Sali Berisha To the Presidium of the People's Assembly To the Presidium of the Council of Ministers On 1 December 1992, the National Council of the Republican Party decided to organize a petition in which the people would express their views on: 1. Returning the Law “On Land” to Parliament so that it may be drafted on the basis of inherited property. 2. Returning land plots, homes, shops, warehouses, workshops and factories to their lawful owners. 3. Declaring invalid all the laws of the communist regime concerning nationalization and confiscation. The people's expression of direct initiative through this petition shows their awareness that private property and free enterprise are two predetermined links in the development of the Albanian economy, and that righting communist injustices is a touchstone for the proper functioning of democracy. Although implementing this petition in practice encountered difficulties and obstacles from certain political forces, it was signed by 240,000 citizens with the right to vote. In reality, this figure should have been higher, bearing in mind that the petition was not circulated in part of Albania where the people, of their own free will, have in fact returned to their own properties. The RP notes that the petition's basic ideas were generally reflected in the Law “On the Return of Property” in cities, despite its shortcomings and ambiguities, whereas, as regards the amendment to the Law “On Land,” it not only introduced no changes of a democratic nature, but on the contrary reaffirmed the profoundly unjust and communist stance taken toward the former lawful owners. Moreover, the amendment was approved at a time when, in some areas of the country, farmers had in fact returned to their former properties. Having regard to, and confidence in, your purpose and determination to set our country on the path of democratic and economic development, we appeal of the Law “On

State Audit accuses Fatos Nano – Fatos Nano accuses the Socialist Party!

Andreoti, accused of links with the mafia, himself asks for his immunity to be lifted, ready to face justice... Fatos Nano (Albanian politician) mobilizes the Socialist Party and its parliamentary group to defend Fatos Nano (?!!) A substantial dossier was presented to Parliament concerning aid, corruption and the misappropriation of that aid, in which specific individuals are accused and reported to the judicial authorities: Ramiz Alia, Adil Çarçani, Fatos Nano, Shkëlqim Cani. A televised debate on this subject (perhaps unnecessary, considering that the matter has been referred to the judicial authorities), featuring Fatos Nano among others, took place; to everyone's surprise, instead of presenting arguments and facts to refute the accusations, he resorted to cynical and irresponsible humor. A journalist, “Zëri i Popullit,” which has launched a campaign in defense of Fatos Nano, is in fact accusing the entire Socialist Party. And we may ask: what else can be achieved by Nano's blind logic and the blindness of those who follow him? What is very clear so far is the fact that more than 8 million dollars in aid were stolen from the people during the period when they were most hungry. The State Audit accuses specific individuals, including Mr. Fatos Nano. Mr. Fatos Nano is not accused as a deputy of the Socialist Party. Even if he were accused as a deputy of the Socialist Party, this, one would think, would not mean that all PS deputies were being accused; that is, if Deputy Nano is accused, Servet Pëllumbi, Leontiev Çuçi, Namik Dokle, Kastriot Islami, and so on, are not accused— (continued on page 2) On the television program of 3. 5. 1993, Fatos Nano, facing the State Audit, asked: “I would like to ask whether the corresponding bodies of the Italian state, the Italian justice system, have reached any conclusions so far (or later) about irregularities in the aid given to Albania?” The editorial office of the newspaper “Republika” published some time ago the position of the Italian state, expressed through Senator Xhorxhio de Xhuzepe. Following Mr. Nano's question, we are republishing this material. Written question for answer by Senator Xhorxhio de Xhuzepe, addressed to the President of the Council of Ministers and the Minister

Diplomacy of spectacles or diplomatic spectacles?

Or Milosheviçi rewards Micotaqis (with other people's money) Someone, out of amusement or ignorance, is making fun of the Balkans. From the long history of European diplomacy's relations with the Balkan peoples, one should have formed the impression that the relations of these states and similar matters are being mocked [?]. That international diplomacy, at a time when in platana [?] it has started has wounded [?] everything to speak, considers it appropriate that these balances confabile and slagjeve. The diplomacy of spectacles serves a purpose. There is a different meaning in this primary function. The purpose of Milosheviç and rewards with other people's money has a different meaning. Europe should know that in the Balkans, details can destroy all the work of European diplomacy on the crisis. Because even the electrician in charge of the lights can spoil a show prepared over a long time and with great care. Because the electrician may convince himself that he is more important than the directors and actors. Because the electrician can step onto the stage and tell the spectacles struck the end [?], clear that I am also making the sight [?] and the European Community were doing [?] for Milosheviç to help Karaxhiç's gang in Mosha [?] with NATO's money, Greek diplomacy says “as [?] that I” Milosheviç and says it did [?] from Athens and [?] in [?] that by [?], it put the Greek diplomacy in a position [?] of diplomacy. Three questions for the German ambassador

-Mr. Ambassador, the newspaper “Zëri i Popullit” of 14 April 1993 states: “According to well-informed sources, the questioning of Albanian emigrants in Germany began last 23 March. This process will continue until 23 May... Every day 300–400 Albanians are questioned. Does this correspond to the information available to you?” - After reading the article in “Zëri i Popullit,” we made inquiries in Germany about the issues raised in it. It took some time to obtain accurate information. All asylum seekers, regardless of their country of origin, are undergoing an expedited process of questioning about the grounds for their asylum claims. This acceleration is in no way limited to Albanians. Around 900 Albanians in total have been questioned. Not 300–400 a day, but 900 altogether. They have been questioned alongside asylum seekers of other nationalities, with the aim of clearly determining, under our conditions, who is entitled to asylum. This procedure does not apply to Albanians who have residence permits, such as those who entered the German embassy in July 1990. - The article says that Foreign Minister Serreqi stated: “Albania is a democratic country..., there are no longer any political persecuted people there...” without considering that this could cause concern. Is such concern justified? - It is certainly known in Germany that there is no longer political persecution in Albania. But Foreign Minister Serreqi and Ambassador Zagoriani have sought to enable even Albanians who are not granted asylum rights to remain in Germany. This is because the economic situation in Albania is extremely difficult. These people can use their income to support their families in Albania. The right of residence for those whose asylum applications are rejected has been left to the discretion of the German embassy. They decide whether the asylum seeker will be allowed to stay or be removed. With the exception of Albanian diplomacy and, naturally, with the support of the embassy, many of the janëve [?] that showed themselves willing to be Albanians, the issue of whether Albanian emigrants should be kept in Germany. There is no doubt that this is due to the good impression the emigrants themselves have made. Obtaining the right of residence is greatly facilitated if they are employed, (continued on page 2)

Written question for answer by Senator Xhorxhio de Xhuzepe, addressed to the President of the Council of Ministers and the Minister of Foreign Affairs of Italy

In connection with reports published in the Italian and Albanian newspapers concerning major irregularities established in the implementation of the aid plan promised by our country in favor of the Albanian people, the undersigned asks: 1. Whether it is true that the price paid for the purchase of food products was significantly higher, in some cases even three times higher, than the international market price. Some invoices show, for example, that rice was paid for at $724 per ton, when the market price was $320; canned meat was paid for at $7,200, compared with a market price of $1,800. 2. Whether it is the case that the emergency aid to support the Albanian school system, amounting to 5 billion lire, for the supply of notebooks and other materials, reached at least the minimum intended recipients. 3. What role was played by the schemer Hajdin Sejdia, custodian of the interests of the Hoxha family, who had managed to ensure that the aid was guaranteed by “Levant Co” of Bari and distributed by Iliria Holding, companies in which relatives of the Albanian president Ramiz Alia were reportedly interested. The undersigned wishes to know what measures have been taken to put a stop to the vile profiteering at the expense of a hungry people. Finally, the undersigned wishes to know how many billions, out of the 10 planned, have so far been used to purchase goods for the Albanians. Rome, 18 December 1991

From the Crime Reports

The madwoman N. of Tirana spent almost the entire Monday morning racing along the capital’s main boulevard, distributing large posters written with rose-red ink. The madwoman N. of Tirana spent almost the entire Monday morning racing along the capital’s main boulevard, distributing large posters written in rose-red ink. Many of these posters were [at?] the National Museum and the Palace of Culture. The curious people who ran after the posters, after the madwoman N. appeared in public for the first time, stammering, found only an ordinary announcement on the large rose-colored posters: “This afternoon I’ll be waiting for you at the podium of Comrade Enver’s monument. Admission free.” And indeed, the following afternoon she was seen standing on that very podium. But what gathered the many curious onlookers was not the posters distributed the previous day, but something like a “contraption” with a man in a black suit, something like a mannequin with glasses and a red tie, [vila?], which madwoman N. dragged along the center of Tirana until she climbed onto the podium and addressed the people: “I called you because I want to conduct a special interview with Comrade Fatos Nano, so that you can all see that we have him among us, at my side.” It was not clear what she meant by these words; the dollar-bearing figure in a suit and red tie took on a [cadre-like?] and comical appearance. “Comrade Fatos, is it true, you madwoman, do you admit that I, throughout Albania, should conduct an interview, and that half of the aid has been stolen from the entire population?” After this question, the madwoman of Tirana walked ahead of the scarecrow, which kept smiling, and it was unclear how it happened, but it seemed as though the scarecrow was leading and the madwoman was following behind it. “The scarecrow did not answer: We do not misrepresent the brotherly aid of the Italian people; we do not presume that all Albanians wanted the aid by coming to Tirana to collect it. Fortunately, the figures are visible: people had received one and one instead of one, and it was not known how much food had been sent.” We cannot demand that all the aid consist of dry and heavy foodstuffs. The supplies were essential for the medicine needed by all the [parpiluqur?]. If these [parpiluqur?] are being accused, they should know that until then they did not exist. Only the PS discovered and assists the [parpiluqur?]. Madwoman N.: “Comrade Fatos, you are accused of having taken part in this kind of aid corruption.” The scarecrow: “The PS presents a modern European alternative. The PS is committed to working to protect the people. The PS is Albania; it is Illyria of Albania.” Madwoman N.: “Comrade Fatos, aid goods were bought at high prices, up to twice as much. Was this done or recorded in the documents?” The scarecrow: “It is essential that even the hope of the [parpiluqur?] understand the prospects offered by the alternative. Even at the cost of [zakinin?] with Levante Co., we achieved a prospect. If the prices of the goods were high in the documents, then the people would tell us that goods bought at [unclear] are not valuable; therefore, we support the prices, even at double. This is how the hungry people are fed, both Avni Levante and us.” After this answer, once again the scarecrow was surrounded by many curious onlookers amid political noise. Somewhere, [?] with considerable force, [?] arrested the person named N. and the Scarecrow. By [unclear], those who followed this [stote e pasazone?], and we too, madwoman N. [As for the aid that Europe has received?] [?] from journalist [magazine?], this writing [virol?] itself to leave?”
