The PR is determined in the fight for property

“Parliament must understand that this is the will of the majority” On January 8, a meeting was held in the auditorium of the “Luigj Gurakuqi” Institute in Shkodër on the occasion of the second anniversary of the “Property with Justice” Association branch. In his welcoming remarks, Mr. Sabri Godo said: From Mr. Godo’s speech at the second anniversary of the “Property with Justice” Association, Shkodër branch On January 8, a meeting was held in the auditorium of the “Luigj Gurakuqi” Institute in Shkodër on the occasion of the second anniversary of the Shkodër branch of the “Property with Justice” Association. In his welcoming remarks, Mr. Sabri Godo said: I always come to Shkodër with pleasure; it has been at the forefront of the struggle for victory and democracy. But democracy requires its own structures, the rule of law, and economic progress, which can be achieved only through the free initiative of the individual, based on private property. The Republican Party is determined in the fight for property. Some may suspect that these declarations are being made for election campaigns. But property is at the heart of our program, and we cannot depart from it without completely denying ourselves. Besides, we are not in an election campaign. The major problem is ownership of land, which concerns two-thirds of Albanians. The law currently in force, No. 7501, is based on communist principles and bears the signature of Ramiz Alia. This law accepts the confiscation of land by the dictatorship. It has divided peasants into two categories: those who returned to their properties through self-help, and those who received land from the state; yet peasants are equal in their feelings, rights, and obligations toward the state; peasants are equal in their feelings and rights. This law has created injustices, affecting peasants whose inherited properties are not recognized and peasants whose properties are not recognized. Citizens, however, must be equal before the law. This law hinders agricultural development, because only the owner of the property can provide land services. This law discourages foreign investors. Finally, this law has created the serious problem of granting land under state title deeds to people of foreign nationality. We have submitted a draft law to Parliament that can be summarized in these points: - everyone should return to their own land; - anyone who has built a house on someone else’s land should remain where they are, and the owner should be compensated accordingly. No one will touch the house or the plot; - anyone who has taken another person’s agricultural land may continue to use it for up to five years, paying the owner the rent set by Parliament. After the five-year period, the owner and tenant will regulate their relationship between themselves; - the limit on land ownership is set at 60 hectares for each lawful heir. Of course, the law contains other articles, and many matters will be regulated by implementing provisions, as happens whenever a law is passed. But I can say with satisfaction that this draft law has been well received, and I have not met any owner who has told me that it infringes on their rights. This draft law is opposed by our current leaders. I think the mistake was made at the outset, by adopting the communist law. There would be nothing wrong with correcting the mistake. I have heard that Mr. Arbnori said at the College: “There is nothing wrong with a regulation providing for the return of your properties.” Things one hears (continues on page 2)

Madeleine K. Albright will visit Albania

The Permanent Representative of the United States to the United Nations, Ms. Madeleine K. On January 14 she will be in Tirana. Ambassador Albright is leading a presidential delegation. As the President’s special envoy, she will deliver his personal messages to the presidents of four democratic Balkan countries (Albania, Bulgaria, Romania, and Slovenia) and explain the results of the NATO meeting on partnership for the peace plan. As part of the President’s staff, she will be the highest-ranking official in President Clinton’s administration to visit these four countries. ATSH

Kadare’s New Year’s greeting

Kadare: My wish for Albanians wherever they live, whether they are happy or unhappy, free or enslaved, is that they never forget that in this wide and harsh world they are one family, one tribe, and one blood. And to protect themselves from this harsh climate, despite having disagreements and disputes among themselves, as all human beings do, they must never forget that in all this turmoil they have no one but Albania. “RILINDJA” She has been accused of major abuses

Vera Grabocka accused by RTSH

Vera Grabocka, the director of several successful television shows, has been the subject since December 29, 1993, of a complaint filed by Albanian Radio and Television with the Tirana District Prosecutor’s Office, according to an internal source at that Prosecutor’s Office. The complaint concerns forgery and misappropriation of large sums in connection with the funds for the shows she directed during the past year. Although the complaint was filed nearly two weeks ago, the investigation into the matter has not yet begun, a source at the Tirana District Prosecutor’s Office reports.

The dry-cleaning shop returned to its lawful owners

Tirana — At around 2:00 p.m., the lawful owners of the dry-cleaning shop located near Avni Rustemi Square, accompanied by six police officers, entered the shop premises. Under the court decision, this establishment was to have been handed over on December 10 of last year. While the shop’s employees were taking out the items and customers’ garments, one of the owners said that many other goods were also found inside, which the shop’s employees had been selling to outside customers.

Greek ships opened fire toward the Albanian coast

On January 10, 1994, the Naval Forces’ surveillance service spotted a Greek patrol vessel which, at around 16:10, entered Albanian territorial waters near Kepi i Fllatit. At 16:15, after approaching the Albanian mainland coast to within a distance of one thousand [meters], this warship fired bursts of gunfire. It not only violated our territorial waters, but also sailed in the same direction for about 20 minutes. It left when four silhouettes of the Sarandë Naval District appeared. This is not an isolated incident. As we have previously reported, on November 5, 1993, the Greek warship “Mattis” violated our territorial waters and penetrated eight miles inland. On January 4, 1994, another Greek vessel entered our waters and fired at an Albanian motorboat fishing off our coast. As can be seen, these are not isolated incidents. The Ministry of Defense reports that these actions by Greek patrol vessels constitute serious violations of the territorial waters of the Republic of Albania. It protests and calls on the competent Greek authorities to prevent such incidents, since the use of firearms in Albanian maritime waters is contrary to international conventions. All this constitutes a serious provocation within Albanian territorial waters and undermines good-neighborly relations between the two countries. We also wish to make it known that the Albanian Naval Forces are deployed and ready to act energetically to safeguard the inviolability of Albania’s territorial waters. ATSH

A split in the PS expected?

Gjynushi, the chairman of the PSD, predicts that a moderate faction will break away from within the PS. This was reported in an interview on Tuesday in the newspaper “Alternativa SD”. The first rumors of a split in the PS were heard at the PS’s 10th Congress in June 1991, at which the PP decided to change the party’s name to PS, but not the name of its publication, “Zëri i Popullit”. The PS chairman, F. Nano, is imprisoned, but the PS will not elect a new chairman. At the press conference held Monday by the two PS leaders, it was emphasized that one reason a new chairman would not be elected was that prison “has increased the chairman’s authority.” “Republika” correspondent

Statement by the Journalists’ Association of Albania

Apollon Baçe, correspondent for Djoçe Welle and a member of the Journalists’ Association of Albania, was assaulted in recent days by an unknown person. The Journalists’ Association of Albania strongly protests this act of vandalism and calls on the relevant authorities to find and punish the perpetrator. We are making this statement public because this is not an isolated case involving members of the Journalists’ Association of Albania. Some time ago, journalist Fatmir Elezi lost his life after being assaulted. An attempt was made to run over journalist Bedri Myftari with a car. “RD” contributor Kasëm Seferi was struck on the head with a crowbar. On the day of the Socialist Party’s press conference, at its headquarters, “RD” journalist Edi Paloka was threatened with physical violence. Such cases are numerous. They are carried out with a specific purpose, through dark channels directed by those who lose political power and try to regain it by every means. The Journalists’ Association of Albania does not confuse these cases with the detentions and arrests carried out for violations of the Press Law. Journalists accused of criminal offenses should not be confused with the repression inflicted on freedom of speech. The use of a journalist’s professional authority to manipulate violence by various circles using terrorist and state methods is the most negative phenomenon among some of the people working in this press. This not only fails to serve the protection of newspapers, but further endangers them. JOURNALISTS’ ASSOCIATION OF ALBANIA CHAIRMAN YLLI RAKIPI

The Albanians of the world and Albania without them!

- Emin Azemi and Shkelzen Halimi - “the Albanians of Egypt” - It seems that the authors of one of the hundreds of reports that should be written about the biography of the Albanians have set themselves a very simple mission: to wander among the gigantic pyramids and search there for the tangible grandeur of the Albanians. And the two of them, Emin Azemi and Shkelzen Halimi, have managed to convey to us old sorrows which we Albanians bitterly bring back to life ourselves. Where a journalistic circumstance needs to be drawn out, where the depth of the difficulties needs to be explored, the writer falls short; where sensitivity calls for it, once again the two of them collide, and the reader is left adrift, until, while reading, one can think the authors’ names are Emin Halimi and Shkelzen Azemi, or perhaps Shkilzën Emin and Azem Halimi, or...! All different Albanian names! Perhaps unique is the case of the Albanian community that is not included among the communities of Albania’s inhabitants. The same goes for Albanian fighters and warriors who did not fight for just causes or for Albania! Albanians of Albania, Greece, Macedonia, Kosovo, Romania, Turkey, America, France, Italy, Russia, Georgia, Austria, Egypt, Switzerland, Palestine, Sweden, Turkey, the Consulate and revival of Turkey, Egypt, among them fighters, half of them killed for the freedom of the world; so many generals and pashas, half of them killed for the enslavement of the world (not for Albania, never for Albania); so many viziers and sultans and kings, and never for an Albanian vizierate, never for an Albanian sultanate, never as fighters in an Albanian royal guard! The Albanians of the world and Albania without them! Why the thick fog... “Why do you Albanians fight so fiercely?” journalists in Misir asked Nexhibe Kulla. “Because we are honorable. We do not trouble anyone, but we do not allow anyone to put a yoke around our necks,” she replied. “Nehinua Kulla left ...” Albanians! There must be distinction in Albania! Perhaps, all through the time of King Faruk in Egypt, all Albanians felt themselves to be kings! A king who [unclear] the railing of the inner mosque in Shkup (without a star) and who made Egypt Albanian for the Albanians (Macedonia). Made there for a second kingdom, and our Zogu the First. Only Albania did not become a kingdom without becoming [unclear]. When we were in Egypt, Albania denied the local authorities and locals the right to broadcast in the language of Albania, accompanied above by the Yugoslav and Albanian ambassadors in Cairo! It was 1987! It was ordered that whenever Marshal Tito came to Cairo, Gerim Haxhiu and Tekfi Islami should be arrested because (among other things)... I remember “Lauta e Maralisë.” If only they were also arrested in Albania! ... For Tito and in the kingdom of Egypt!” It seems that Albanians felt a greater longing for Albania when they were far away from it than when they were near! And it has been so difficult to forgive an Albanian, so difficult for Albanians to unite to make Albania kneel. As always, they have been forgotten. As if to extinguish what remains. As if to do it time and again! The Albanians of the world and Albania without them! Pasha of Tepelenë, and both were contemporaries of the Bushati rule in Shkodër; all three were together, with tens of soldiers, generals, pashas, viziers and sultans and kings—and... was it not possible to build a road from their names...? ... and all these injustices arise after the movement of a...? Perhaps some Albanians have done more, and others less, for Albania; whether far from it or close! And it has been so difficult to forgive an Albanian, so difficult for Albanians to unite to make Albania kneel. As if to extinguish what remains. As if to do it time and again! Do all these injustices arise after the movement of a...? ... in one?

From the chronicles

- There will be early elections, said the aforementioned N of the capital, moments after the press conference given by the two deputy chairmen in connection with the PS, Pëllumb Serveti and Dhokla. - There will be early elections in March — the Socialist Party announced at the outset that it wanted elections in the autumn, but to respect the will of the majority they will be held in the spring. The Socialists’ unrestrained desire to get into prison: Bashkim Zeneli spoke Russian over a table with Nano about the conditions for leaving prison. The first volume, “Open Letters from Prison,” written by Fatos, will be published from April 9 to 11 this year. Comrade Enver died on March 8, 1985. Great repression against journalists: Dvejlman Karajt is not granted permission to publish an interview in the newspaper “Eros.” Because of the repression, the journalists of Zëri i Popullit have more than twenty pseudonyms. Their real names will be read only in their obituaries. Announcement: Koha Jonë is sold at all kiosks in Greece. In March it will also go on sale in the Malvine Islands. Under heavy pressure from the political authorities, ZP has begun writing about the achievements of the Meksi Government. The new elections open paths to new careers. This was said by someone who had once said there would be elections in the autumn of this year. New elections, anticipated or what? Among some senior Socialists in prison, Bashkim Zeneli speaks Russian over a table with Nano about the conditions for leaving prison. The first volume, “Open Letters from Prison,” written by Fatos, will be published from April 9 to 11 this year. This will serve the journalists’ project, but it calls for government protection for journalists. The use of a journalist’s professional authority to manipulate violence by various circles using terrorist and state methods is the most negative phenomenon among some of the people working in this press. This not only fails to serve the protection of newspapers, but further endangers them. This will be even more dangerous... This is a chronicle with partly illegible text.
