Military base in Ulqin—an aggressive act

Hopes that a policy more moderate than Belgrade’s extreme nationalism might develop in Montenegro faded when this “ecological state” gave permission to build a military base near the border with Albania. The Ulqin area, inhabited by Albanians and known as a tourist destination, will suffer greatly from the construction of such a base. The harm that will be inflicted on Albanians in Ulqin is the least significant of the anticipated effects of building this base, alongside the increase in tensions with Albania. The rapprochement Montenegro showed toward Albania and the West during the difficult moments for Yugoslavia, formed with Serbia, was often interpreted as a signal that this “state” might take a different path from the one Serbia had embarked on. This hope, more than being a signal, was never anything more than a Serb-Montenegrin maneuver to soften the impact of the sanctions imposed by the UN. If until yesterday there were doubts, or arguments in favor of those who thought Montenegro could be persuaded to change course and distance itself from its Serbian brothers, the latest decision makes any further discussion unnecessary. Montenegro has neither the strength, nor the will, nor the political desire to deviate from the path being followed by the last Yugoslavia. Montenegro is Serbia. The latest aggressive move against Albania was perhaps intended less to convince Albanians than to convince Serbia itself and the Montenegrins themselves.

Nothing new from Tepelena

The new code does not reduce Fatos Nano’s sentence a. p.

from Tepelena

Yesterday the Tepelena Court rejected the lawyers’ request for Nano’s release from prison. Under the direction of the presiding judge, Mr. Baftjar Shehu, 35, with the two assistants Sokrat Malaj and Blerta Cibuku, the prosecutor Alfred Progonati, and in the presence of the lawyers, Sanxhaku and Tirana, the trial to review Mr. Nano’s sentence was held. First, the request addressed to the court for a review of the sentence under Articles 8 and 11 of the New Criminal Code of the Republic of Albania was read. By Decision 266, dated 3. 4. 1994, the Tirana District Court found the former communist prime minister Fatos Nano guilty: for misappropriation of state property and abuse of office (under Article 62 of the Code of Criminal Procedure), he was sentenced to 10 years’ imprisonment. (For falsification of official documents under Article 110, he was sentenced to three years’ imprisonment. Following the combination of the charges, he was sentenced to 12 years’ imprisonment. The decision was reviewed by the Court of Appeal on 25. 4. 1994 under Decision No. 174, and by the Court of Cassation (No. 121, dated 21.7.94). The decisions upheld the ruling of the Tirana Court. On 1. 6. 1995, the New Criminal Code of the Republic of Albania entered into force, accompanied by the decision dated 31. 5. 1995. Under Article 11 of the New Criminal Code, Mr. Nano’s lawyers, with his consent and signature, filed Continued on p. 2

Serbs kill a 10-year-old

Yesterday afternoon, at around 19:40, a Serbian soldier killed the 10-year-old Albanian Isa Muhamet Berisha, bringing to seven the number of Albanians killed in Kosovo during this year. The Kosovo Information Centre reports that the child was killed in the yard of the military barracks, near the railway, in Han i Elezit. It is thought that he entered the yard of the aforementioned barracks, which is only 70 metres from his home, to retrieve livestock that had strayed in there—a common act to which the Serbian soldiers had never reacted, not even by issuing a warning. Work increases the “divorces” with the state

P. 3 Art belongs to the father, not the father-in-law P. 7 I agree with the widely held view that communism in Albania is coming back to life at a galloping pace. But we will try original ways of building capitalism. We will graft it with healthy elements of co-mmunism. What is all this talk we are hearing about condemning genocide! And why should we condemn it? The Communists have not done anything major. They have only killed and slaughtered people. Servet Pellumbi has grown a beard. Pellumbi’s hair is white, but his beard has turned red. This is a most certain sign that the Socialists will win the next elections. That is what the fortune-teller who tells fortunes outside the Socialist Party headquarters in Tirana said, too. For the victory to be even greater, another Socialist leader must also grow a beard. This will be sorted out soon. Nano’s beard does not count, since sources close to the Socialist Party say it is fake. Ever since Pellumbi said that we cannot get Marx’s beard out of our minds, Nano has let his guard down. Unlike Enver Hoxha, who was careful with a razor ten times over and saved 45 razors a year, Nano has decided to save 300 razors. Enver Hoxha mended his own socks, but Nano outdoes him because he does not spend money on an umbrella at Beneç. Thrift in every field. If all the Socialists went without shaving for a week, 700,000 razors would be saved. But this could increase the orchestra for the creators, thereby breaking the iron unity around the victorious Socialist Party. Dokle has gone to the Beach, but they say the sun does not tan him.
