Land sale and purchase law: “An irresponsible act”
Statement of the Republican Party
Press reports indicate that the PD parliamentary group, with the participation of President Berisha and the ministers, has decided by a majority vote to place on the agenda of the People's Assembly the approval of the draft law on the sale and purchase of agricultural land and building plots.
This is an irresponsible act that will plunge the country into another maze of laws for compensating property owners; these are merely sugar-coated promises that cannot defuse the conflict. Mr. President! The implementation of Law No. 7501 and its culmination in the law on the sale and purchase of land are provocative. The present government does not abandon certain communist legacies and, while speaking of respect for human rights, warns of the danger of the social-communists returning to power. Property owners—and not only them, but all Albanians who want a democratic state governed by the rule of law—cannot follow the road down which the present government is leading them. It is clear that no argument will stop the government from implementing Law No. 7501 to the very end, the law bearing the signature in Strasbourg. The association is suing the state for failing to return properties seized by the dictatorship.

The History and Status of Albanian Land
The land ownership record begins in 1912. After the declaration of Independence, the Albanian state confiscated all the latifundia belonging to the Turkish state and the sultan, turning them into Albanian state property.
The status of privately owned latifundia remained untouched. State property, which is also the largest share of land by area, was not affected. 45% of the 381,776 hectares of agricultural land nationwide remained in ownership recognized and legalized over the centuries.

We Will Not Accept the Trampling of Our Fundamental Rights

...People's Assembly for act that will plunge the country into another economic maze, fuel social conflicts, and set Albania against the Council of Europe.
In Albania, even according to the government's misleading statements, land division has still not been completed one hundred percent, while the distribution of title deeds is at the 60% level. The rush to approve the sale and purchase law without even fully implementing Law No. 7501 once again proves that the government pays no heed to any legal or economic criterion when pursuing its own aims.
The aim is, by putting land on the market, to erase the traces of inherited private property and to complete the criminal seizure inflicted on property owners by communist Law No. 7501. The “improvements” that are claimed will be made through the inviolability of property and the free market are contradicted by the government’s implementation of Leninist laws that drive the country’s economy in the opposite direction. It is claimed that the Democratic Party keeps its promises and implements its program. You promised Albanians from the very first days that you would return their properties. Can what you are doing be called keeping a promise?
By approving the sale and purchase law, you are creating a new aggravation, at a time when, in fact, the Republican Party will gather its strength to oppose the seizure of land by every means of protest permitted by democracy. This is not a party struggle, but a struggle to establish democracy on a legal basis and pull the economy out of anarchy. The Republican Party will submit its proposals to the leadership of the Right-Wing League regarding the actions that should be taken.

After the law on the sale and purchase of land, the government will issue a mandate for the sale of seawater. It will keep the salt for itself. From now on, land will belong neither to the person who used to own it nor to the person who works it, but to whoever buys it.
