Today at 12:00, a delegation from LDSH will submit the first part of the petition against the land-sale law to the presidium of the People’s Assembly

From the time the communist parliament passed the notorious law dividing land on a per-capita basis until today, opposition to this law has grown steadily. And this was quite normal. As time passed, Albanians became increasingly aware and felt ever more strongly the basic principle of democracy—the inviolability of property.
Alongside the growth of this awareness, the number of political parties that began including recognition of the legitimate owner’s property in their programs also increased.
The issue of property imposed itself on everyday life, standing like a wall in front of every step the “democratic” government took toward “decommunizing” the country.
The Democratic Party could not completely ignore the property problem. But neither did it want to admit that the current law was wrong. Thus, although the DP had an absolute majority with which to pass laws in Parliament, it was unable to keep that law untouched all this time. The law failed to be applied in a large part of the country.
And now, when opposition to this law has grown so strong, the DP and other political forces will be obliged to use genuinely convincing arguments to persuade people that their law is just.
However, the DP is making one last attack. An attack by someone in despair. Putting the land-sale law on the parliamentary table is one of the most dishonest ways of undermining the conviction—which is increasingly becoming the conviction of the majority of the people—that property should go to its rightful owner.
The Democratic Party, lacking the courage and the strength of argument to defend its position “in favor” of this law, is trying to violently drown out discussion of this issue.
Not even half of court rulings are enforced
The Tirana Court in the crosshairs—the Court of Cassation comes under fire
The Ministry of Justice finds that half of the Tirana Court’s rulings have not been enforced
Yesterday, an expanded meeting was held at the Tirana Court with the judges, assistant judges and enforcement officers of this court. Around [missing] people were also invited, but not one of them came. The whole event was organized by the Ministry of Justice to present its inspection of the Tirana Court. The conclusions of this inspection, carried out from 11 to 14 July, were extremely unpleasant for the Tirana Court and also “hit” the Court of Cassation.
Deputy Minister Vladimir Kristolexoi presented the shocking figures that emerged from an analysis of 370 criminal cases that had passed through this court. Only 50% of the cases had escaped suspension by the Court of Cassation and the First Instance Court. The Ministry of Justice inspection report accuses the Court of Cassation itself of having unlawfully ordered 70% of these suspensions for a second or third time.
Particular emphasis was placed on the suspensions signed by Zef Brozi, which number no fewer than 20 and have been suspended up to four times.
The Minister of Justice says that the president of the Court of Cassation is directly implicated. This criticism, in addition to striking Chief Judge Brozi, also targets the enforcement office, which was obliged to implement only one of the Court of Cassation’s rulings. The head of this office, present at the meeting, accepted the report’s “social criticism.”
The Tirana Court, and specifically its enforcement office, is also accused of having allowed many rulings to be suspended even when the Court of Cassation’s order bore the name Borzi and a signature with a “P,” which constitutes a serious violation by the office. The justice system does not recognize or accept this type of suspension order, according to the report presented by the deputy minister.

Meeting of the Right-wing League in Peshkopi
On 23 July, a meeting between the Right-wing League and residents of the town was held in the town cinema in Peshkopi.
The meeting was opened by Mr. Ferid Dida, chairman of the Association of Former Political Persecutees for the district. After greetings from the League’s secretary on duty, Mr. Kurt Kola, Mr. Hajri Mandri, secretary-general of the Democratic Union Party, took the floor. In a well-prepared speech, he explained several key points of the League’s program to applause.
Mr. Sabri Godo, chairman of the Republican Party, and Mr. Muharrem Xhaferi, deputy chairman of Balli Kombëtar, answered the many questions from participants, mainly about the current situation and the prospects for alliances in the upcoming elections. The Right-wing League will bring all its forces together to oppose a possible return of social communism to power and will strengthen its opposition stance toward the Democratic Party. A government declaration by the democratic wing, meanwhile, will be discussed only after the elections. The Right-wing League will work in Parliament to pass the laws its electorate wants. It will establish order and forcefully correct the leftist laws of the current government.
Various speakers expressed confidence in a resounding victory for the Right-wing League in the upcoming elections, but achieving this requires stronger unity and more vigorous activity.
