The law on the sale of land—a deepening of the theory of “tufëza & areza”

That a market economy is a necessity is something no one can deny, since we talk all the time about building a market economy. In this context, a land market is also a necessity. It would be absurd for someone not to sell their property, even if it is agricultural land, at a time when we spend all day talking about a free market, capitalist relations, and so on. Agricultural land is closely connected with the means of production, but the means of production are bought and sold; therefore, restricting this in the case of land could also cause major anomalies in the market for the means of production, not to mention the most dangerous consequence: the complete return of state control over agriculture, which would fully pave the way for a centralized economy. On the other hand, the buying and selling of [text unclear]—and in connection with this, the economic theorists of the PD have not given us any explanation. Therefore, in theory, right-wing groups and those who have not left their brains in bags full of scribblings or in the presidiums of party meetings have nothing against the buying and selling of land. What makes them oppose such a law, however, is the basis on which it rests. The point is that, under the law in question, the right to sell the land does not belong to its true, legitimate owners, but to owners created by daily orders from the PD headquarters, who are then given a legal veneer by its robot deputies in the neocommunist parliament. Viewed from this perspective, the law on the buying and selling of land is an extension of the communist Law 7501 on land distribution, which recognizes no rights whatsoever for the landowners, but takes it away from the person who works it and assigns it to the person who works it.” This law, like those that led to the free sale of state dynes to vendors, forms part of the so-called “new economic mechanism” of Ramiz Alia. It is precisely a deepening of the theories of “arezat” and “tufëzat.” The fact is that Law 7501 was proposed by PPSH deputies and approved by the communist parliament of 1991. Being based on communist principles, this law is in conflict with the capitalist character of the law on the buying and selling of land. As a result, we will soon witness the inevitable contrasts that will arise when the new law begins to be implemented in practice. Let us take only the law on land distribution… The example set by the World Bank in writing off our external debt should also be followed by our property owners, who are demanding their properties. Foreigners forgive us, while we do not forgive ourselves. The owners should forgive their properties to democracy, just as we forgave our debts to K... The arms embargo on the warring parties in Bosnia will be lifted only when the Serbs run out of weapons. Until then, the Bosnians should be very careful. The local government has declared war on dogs. Dogs without passports will be executed. Pjetër Arbnori has declared that there will be no more executions in Sh... On the other hand, the war decree does not explain what procedure will be followed for those who are not exactly dogs but lead a dog’s life. Will they also be executed, or will they be given passports free of charge? Changes will be made to the law on the legal profession. The licences of all those who have taken the exam will be taken away until they repent. This amendment enters into force tonight after 12.34. Albanian child beggars who have emigrated to Italy will seek to submit a petition to the Italian authorities to legalize the emigration of children... the kidnapping of children should also be legalized, the petition goes on to say...

Ministers in the Meksi Government will not take annual leave

The ministers will not take extended leave. The first example is set by number one, the prime minister, Aleksander Meksi. Unlike Parliament, the Court of Cassation, the Court of Appeal and the Constitutional Court, which will go into a 100% complete recess in August ’95, government officials will not take more than 4–5 days’ leave. All the ministers questioned yesterday after the Government meeting made this fact public. Apart from Mr Safet Zhulali, who has also declared his leave plans “top secret,” all the other ministers will be at the following locations. The Minister of Justice, Hektor Frashëri, will continue working as normal. Above all, this month the ministry is testing Albania’s 800 lawyers. There can be no leave until this testing is finished. On August 13, Mr Dashamir Shehi will travel to America on an official visit, so Mr Edmond Spaho, his deputy, will not only take no leave but will also have duties to attend to. Minister Teodor Laçopër will travel to Dardha of Korçë for six days on leave. The Minister of Education, Xhezair Teliti, will also go to the coast for a week. The Minister of Transport and Light Industry, Mr Albert Brojka, will travel to Croatia today at 21:00 to make an agreement on civil air transport. The Minister of Agriculture, Hasan Haliti, finished his leave on July 31, but according to those closest to him, he was at work the entire time. As for Mr Musaraj, Minister of the Interior, and the Secretary General of Local Government, Mr Kosovrasti, ordinary leave is out of the question: they may take only 4–5 days off, but will continue working. Oil and the problems of the mines have compelled Abdyl Xhaja to spend the August heat as he spent July, working on agreements concerning chrome, copper and other matters. The Minister of Labour and Social Assistance, Engjëll Dokli, will also be at his office. Prepared by B. MALO
