Four-hour court hearing between the Council of Ministers and the Court of Cassation

Today the Constitutional Court rules on the Court of Cassation plenary session Brozi fails to appear in court this time either Once again, the Constitutional Court and the Court of Cassation face one another. Once again, the same parties face one another: the Council of Ministers and the Court of Cassation. Seven days ago, the Council of Ministers went against Brozi over the suspension of 200 enforcement decisions, before the Constitutional Court. No decision was made in that case; it was postponed indefinitely. At the September 11 hearing, Nano himself was there. At 9:00, when the representative of the Court of Cassation was expected to arrive, a letter from Brozi and the materials from the July 26 Plenary arrived in the courtroom. Brozi’s letter stated that he could not appear in court and had sent his entire defense in writing. A sharp reaction from Sanxhaku—the lawyer defending the Government’s lawsuit—and the Minister of Justice, Hektor Frasheri, who again defended the lawsuit on September 18. There was no change in the composition of the panel of judges; it was again chaired by Rustem Gjata. This time the subject of the lawsuit is entirely different, and the decision cannot be postponed for more than 24 hours from today, nor can it be issued later than 24 hours after September 20, when the Court of Cassation had planned to hold its Plenary on the Nano case. The Constitutional Court has also accepted Nano’s request to participate in the case as a third party, and Përparim Sanxhaku has undertaken to represent Fatos Nano. Nano signed over this right to him with his own hand and had sent his entire defense in writing. Sanxhaku reacted sharply regarding Judge Alfred Karamuça. On Nano’s behalf, they requested that he be excluded from the panel of judges because he had already prejudged himself in the Nano case. His request was rejected by the panel. For four hours straight, the parties in the case put forward their arguments concerning the Court of Cassation Plenary. Minister Frasheri argued that it was unlawful after August 1 and categorically must not convene on September 20 either. Sanxhaku holds a completely different view. After hearing them and conferring on the spot, the panel chaired by Rustem Gjata decided to announce its final ruling today at 14:00. B. M

“The US is committed to full autonomy for Kosovo”

Press conference by President Sali Berisha on his visit to the USA President of the Republic Sali Berisha called the visit “fruitful and successful” at a press conference held yesterday for journalists from Albanian mass media and foreign news agencies. In his opening remarks, he reviewed the full itinerary of meetings in Washington, New York and Boston during the five-day visit—his meetings at the White House with President Clinton and with the highest-ranking US officials, such as Kristofër, Hollbruk, Xhon Dojç, Bob Doll, Mark Kejn Hillman, Al Gor, Peni and others. “The Kosovo issue was also the most important issue in these talks,” Berisha said. Clinton expressed his determination to make it possible for Albanians in Kosovo to gain freedoms and rights. “Ameri- [text as printed] … the return of Serbian refugees from Bosnia and will influence this problem to be resolved fairly.” At the meetings, support was confirmed for Albania, its reforms, and bilateral economic and military cooperation. Albania has now offered the US and NATO powers airport facilities through its military bases. “Pacific Eagle ’95”

American and Albanian soldiers will conclude the training exercise “Eagle ’95” with a closing ceremony to be held today, September 19, 1995, at 09:00. The ceremony will take place on the beach outside the Officers’ Recreation Club in Shijak. Senior Albanian and American officials will also be present. After the exercise ceremony, the soldiers will take part in a Sports Day with individual and team games. The participating teams include both the Albanian soldiers and the American soldiers who carried out the exercise together. During the exercise, a squad of American soldiers was assigned to an Albanian platoon, and two squads of Albanian soldiers were assigned to an American platoon. The friendship formed during the exercise will help the soldiers in the friendly competitions. After Sports Day, the American soldiers will take a trip to Skënderbeu’s birthplace and visit the Historical Museum.

Teiani

I completely agree that people who have been spies and senior Communist officials should engage in politics. Excluding them would be a national calamity. No good work gets done without spies being present. And without Communists, we cannot capture a single fortress. The day has come to tell him “until yesterday,” but he still won’t accept us as grandchildren. I will engage in politics even if they hang me by the tongue. In fact, I will engage in grand, global, international and local politics. For those who are homeless, the government has tried to warm them in the sun. The independent branches of power will continue fighting one another until they become independent. The new school year has begun with old problems. This time, to ensure a truly intelligent generation, students will study without books. Some think that even notebooks and pencils are unnecessary. The guerrilla unit will distribute leaflets against America. When the Socialists come to power, they will throw the Americans into the sea. Ser. Pellumbi himself will get a submarine and seek ideological asylum in Sevastopul. Marxists of all countries, unite!

Greetings

On the occasion of completing my mission and leaving Albania, I am pleased to extend my heartfelt greetings to all the Albanian authorities and the Albanian people, wishing them a future of prosperity and peace. I also wish to warmly greet the small but enterprising Italian community, particularly the Italo-Albanian families (the so-called “CORA” families), to whom I offer my deepest and most sincere admiration for all those painful moments lived through in silence, but with dignity, in the past.
