The law on genocide to be reviewed in Parliament this week
The Albanian Parliament will review this week the draft law on genocide and crimes against humanity committed during the 50-year communist dictatorship.
The proposal to include it on the agenda was made by the Speaker of the People’s Assembly, Pjetër Arbnori. Article 3 stipulates that those who, up to March 1991, were members of the Political Bureau, members of the Central Committee of the PPSH, ministers, deputies of the People’s Assembly, presidents of the Supreme Court, prosecutors general, first secretaries of the districts, all members of the Presidential Council, and employees of the State Security Service, are prohibited until December 2002 from being elected to judicial and prosecutorial bodies, in local and central government, in the state administration, and in the mass media.
This also includes State Security collaborators and those who testified in political trials. After the five-article law is approved, the Council of Ministers will issue the legal and sub-legal acts needed to implement immediately the law passed by Parliament.
The PD, PR and PBDNJ deputies took part in the Assembly’s proceedings, but the PS, PAD and PSD deputies did not. Nevertheless, this did not prevent Parliament from continuing its work, and at the morning session the citizenship law was not approved. The opponents of this law were the women deputies, who insisted that most of the deputies also vote against it. The law was called unsuitable for the times we are going through.

The matter: the time for Ilir Hoxha’s trial. of Cassation will no longer review applications for the protection of legality in criminal cases. At yesterday’s meeting, it was informed of the Constitutional Court’s decision: “Since the decision of the Constitutional Court, issued on Tuesday, September 19, declared the decisions of the Cassation Plenum dated July 26, 1995 illegal and unconstitutional, the Nano case cannot automatically be taken up for review.” His case file was immediately sent to the Tirana Court yesterday. The spokesperson for the Court of Cassation explains that the Cassation Plenum will meet only on civil matters, as provided for by the New Civil Code, and never on criminal matters. At yesterday’s meeting, the Cassation judges agreed with the Constitutional Court’s decision. The Cassation Plenum also confirmed the time of the trial of Enver Hoxha’s son, Ilir Hoxha, who was convicted of slander for seriously insulting part of the population. It will take place today at 13:20.
All 11 members of the Plenum were present at yesterday’s meeting.
Thus, the president of this court is awaiting the Constitutional Court’s other decision, which it has postponed indefinitely. The bailiffs have been left uninformed by the Council of Ministers about the unlawful suspension of enforcement decisions. The president of the Court of Cassation has filed KML applications (Requests for the Protection of Legality) concerning 29 final court decisions issued by district courts and, after some time, withdrew his applications before they were reviewed by the Court of Cassation, returning the case files to the courts.

The Changing of Generations in Soldiers’ Uniforms
The Month of Discharge and Mobilization
The changing of generations of soldiers has begun. The contingent that completed one year in the army, in the army as stipulated by law, has left the infantry, aviation, and naval fleet units and is returning home after fulfilling an obligation to the country.
A similar contingent has also replaced them in these units. The 20-year-olds have been discharged, and the 19-year-olds have put on the soldier’s uniform.
Those being discharged, with their joy and carefreeness, have brought a kind of liveliness to the streets of Tirana and all of Albania.
Thus, at the end of September, the soldiers have also been replaced. Many of them, as the 19-year-olds arrive at the military offices, are sent off toward their units.
What is unusual about this military spectacle is that the young men being discharged and those going off to serve are made to kiss one another, just as the commanders before 1990 wanted. Their journey home by comfortable buses is uneventful.
In any case, the generations of 19- and 20-year-olds will change every year.
