Resistance to repression without declaring war on Serbia

Prime Minister in exile of the Republic of Kosovo, Bujar Bukoshi. The Prime Minister of the Republic of Kosovo, Dr. Bujar Bukoshi, who has been in the United States since yesterday for meetings with senior officials of the US administration, will give a statement to the press today in Dayton, where talks on peace in the former Yugoslavia are being held. In an interview with VOA, Kosovo Prime Minister Dr. Bukoshi stressed that resolving the Kosovo problem is in the interest not only of Albanians, but “is in the interest of peace in the region.” With his visit to the United States, Bukoshi is once again seeking to draw the international community’s attention to the Kosovo issue, which still has the status of an agenda item in the peace talks on the former Yugoslavia. He reiterated that Albanians will not abandon their demand for independence from Serbia. Bukoshi expressed his conviction that Albanians are prepared to pay a higher price for Kosovo’s freedom. In his message, Bukoshi said that it is possible to “resist the repression of the Serbian occupier without declaring war on Serbia.” Bukoshi appealed to the spirit of resistance among Albanians to overcome exaggerated fear. Regarding possible talks with Belgrade in the presence of a third party, Prime Minister Bukoshi said that “although Serbia is in a weaker position today than ever before, it is not ready to talk with the legitimate representatives of Albanians in Kosovo, and for this very reason pressure from the international community on Serbia must be increased.”

Godo meets Fini

Yesterday, Mr. Godo met in Rome with the leader of the National Alliance, Mr. Xhanfranko Fini, with whom he warmly discussed issues concerning relations between Albania and Italy. A special place in the talks was also given to relations between the National Alliance and the Republican Party. In this context, at the invitation of the Republican Party, two delegations of the National Alliance, led by two National Alliance deputies who are secretaries of the party’s branches in Puglia and Campania, are expected to visit Albania soon. An agreement has also been reached to intensify relations between the press. Mr. Godo, who is in Italy on a working visit, will continue his meetings with other figures from Italian political life.

The “Arsidi” marathon awaits its finish at the Court of Cassation

After 80 court hearings and 5 court rulings, yet another trial. This time the four still in prison, whose sentences were increased on appeal, are once again seeking acquittal—this time before the Court of Cassation. The ghost of Arsidi has reappeared. This time, once again, it is his victims who are suffering in Tirana Prison, serving sentences of up to 10 years, and who will go back on trial within the last 10 days of November 1995. Agron Saliu, Agim Tartari, Ilir Hoti and Ardian Xhyheri have filed a request for the case to be heard by the Court of Cassation. This time they have challenged the final ruling of the Court of Appeal, which proved harsher than the Tirana Court of First Instance. At the Court of Appeal, the defendants themselves also requested acquittal. Not only were they not acquitted, but each received an additional four years in prison. Dissatisfied with this ruling, they have appealed to the Court of Cassation; for more, see p. 2.

As of yesterday, Nano has exhausted all avenues of justice

Starting today, he will serve 3 years and 7 months in prison for theft. Having exhausted all the rights of appeal provided for by the Code of Criminal Procedure against the court ruling, only one possibility of relief remains for him. He may benefit from an amnesty. Yesterday Fatos Nano’s legal process under the Code of Criminal Procedure came to an end. In the Nano case, all forms of appeal against the courts’ decisions have been definitively exhausted. Yesterday, the statutory time limit also expired for a review of legality following his request after the new Penal Code entered into force on June 1, ’95. Under the Code of Criminal Procedure, Nano has exhausted all his rights of appeal. After the sentence handed down by the court of first instance, he has ... continued on p. 2. This winter, too, we must tighten our belts!

P. 3

Because of the lack of electricity, the following notices may not be entirely accurate. Winter has caught not only the government unprepared, but also the political parties of both the governing coalition and the opposition. The government failed to provide lighting and heating for meeting halls, while the political parties are not meeting to gather those who have not been gathered for meetings. According to a poll conducted among pensioners, the PS will win 99.99% in the next elections. In fact, although the PS did not take part in the ’91 elections, it won them with 75%. In Bulgaria, the Albanian Communist Party is a member of the new Communist International. The International accepts the ideas of Marx and Lenin. Discussions about Lenin are expected to begin soon in the PS. Sërvet Pëllumbi will start selling cigarettes at the Florian shop. Meta and Dokle will go underground. The campaign to free Nano will take place as soon as the envoy of the Socialist Party of Serbia arrives from Belgrade. Then the national liberation war will begin. In Berat, there will be no folklore festival, but a Berat plenary session.
