PS chairman: "I will not allow Fatos Nano to be insulted in the municipal hall" Kuçovë: The PS chairman blocks the PR event A provocation that fuels political tension PS chairman: "I will not allow Fatos Nano to be insulted in the municipal hall" On 28 November 1995, the meeting of the Steering Council of the PR branch for the district was due to be held in the town of Kuçovë. The chairman of PRSH, Mr. Sabri Godo, was also to take part in this event. The meeting had been scheduled to take place in the town hall, a normal practice for political party events in the district. But local PS leaders, at the last moment, did not allow the PR event to be held in the municipal premises. The PS chairman for Kuçovë, Mr. Fatbardh Islami, told PR representatives that he "...would never allow Sabri Godo, in the hall of Kuçovë’s town hall, to insult Fatos Nano by calling him a thief." Mr. Islami demanded that "...if the Republicans tried to hold their meeting, he would forcefully remove the chairs from the hall." Under these circumstances, the PR leaders in the district were forced to urgently improvise another venue to carry out their event. Regarding the reason the meeting was obstructed by the Socialists, Mr. Sabri Godo stated that "justice is not established by insulting and killing people, nor through rallies in the streets. In a democracy, the law must function, and the only institution that declares a citizen guilty is the court." The PR spokesperson strongly protests against this intolerant and prejudiced act by the PS chairman of Kuçovë. He considers it a provocation that fuels political tension in the context of a highly charged pre-election situation. PR has always held, and continues to hold, an opposing stance toward such actions that harm political forces. It will also in the future take a stand against anyone who creates political precedents. This is not the first time that PR activities have been met with provocative behavior. Several times PR representatives have been put in a difficult position. On one occasion, at a meeting between the PR chairman and the people of the Pojan commune in Korçë, two Socialists even threatened Mr. Godo. In any case, PR has not made a fuss, not wanting to present itself as a victim. But the stance of the PS chairman in Kuçovë makes us regard it as an orientation coming from the center. The PRSH spokesperson, Neritan Allibali, states that in the event of a repetition of such acts, PR will hold the higher PS leadership responsible. He also states, with full responsibility, that no PR member has tried to disrupt the activities of others, but on the other hand PR will also not allow anyone to interfere in its own activities. This prison term was made lawful for him by the deputy judge, Zef Nika, in the ruling issued yesterday by this court. The judicial council of the Criminal Chamber of the Court of Cassation overturned the decision of the Tirana Court of Appeals and followed point by point the request of prosecutor Gani Dizdari, who had been promoted a few days earlier to the post of deputy prosecutor general of the Republic. Thus the story of the first trial, begun on 3/04/1994, when Fatos Nano was sentenced to 12 years in prison by the Tirana Court, although it was nearing its conclusion for the eighth time, has returned to its "origin": exactly as prosecutor Arben Qeleshi requested. The judicial council of the Criminal Chamber of the Court of Cassation argued that Nano cannot benefit from the leniencies of the New Penal Code, since he was convicted of two criminal offenses: 10 years for theft of state property in very large amounts accompanied by abuse of office, and 3 years for falsification of official documents, which, after the sentences were combined, was calculated as 12 years in prison. The entry into force of the New Code on 31/06/1995 leaves in effect the ruling of the Tirana Court of 3/04/1994. The Court of Cassation also clarified once again that the reclassification of the criminal offenses from the articles of the old code to the New Code by the Tepelenë Court on 19/07/1995 is entirely correct. The prison administration has also calculated accurately the time Nano will remain in prison and all the reductions he has benefited from through amnesties and presidential pardons.
