A serious violation of constitutional provisions and Parliament’s rules of procedure

Approval of the work calendar of the People’s Assembly Yesterday, on 29 January 1996, Parliament met, unlike usual, to discuss the work calendar for the period up to 8 February 1996. The PR deputy, Prof. Dr Mehmet Çeliku, among other things said: “ This morning I read the work calendar of the People’s Assembly. To me it is not clear which work program this session is going to approve and examine. The reason is that at the top it says from the 29th to the 8th of February. Below, in the submitted program, point no. 2 says: examination and approval 29 January - March ’96. Therefore, first the date should be fixed (30 March), if we are dealing with a two-month program. The program itself contains materials only up to Thursday, that is, for one week. So are we going to approve a one-week plan or a two-month one. The PD will not take part in the parties’ meeting

The submission of the electoral draft law to the People’s Assembly was the PD’s final step in the framework of discussions on the elections. This is what the Secretary General of this party, Tritan Shehu, declared yesterday. On this basis he explained the refusal of its representatives to attend today’s meeting of the parties. Today’s round table had been agreed at the previous meeting of the political forces, where the PD also dropped its electoral “bombshell.” Shehu has no doubt, as he himself says, about tomorrow’s meeting. Meanwhile, the opposition parties think differently. Not agreeing with the view that everything ended with the electoral project prepared by the PD, today they will also present their own points regarding this democratic proposal. Some parties will even speak about a united front against the PD’s violations of democracy, in order to guarantee free voting in Albania. “But that is not their competence,” Shehu replies, “we are in power, we guarantee free elections. Now it is up to Parliament to decide on the electoral draft law.” Last night the PD gathered its parliamentary group, but did not discuss its electoral proposal. Shehu says it is too early for that and explained it by the fact that this was a regular meeting, where the larger parliamentary group discusses the draft laws that will be debated. Meetings are held every Monday, however Shehu did not attend it. Meanwhile, nothing is known even in Brojka’s office about today’s meeting of the parties. The chairman of the PD in Tirana had once put forward the thesis of increasing majoritarian representation and had taken part in the last meeting of the 14 parties. A. SIMONI

Today Fatos Nano is questioned

An appeal is made regarding the 2 April massacre Fatos Nano will be questioned in Bënça prison about the events of 2 April 1991 in Shkodër. Yesterday, the 2 Prilli Association appealed to all eyewitnesses who were present at the moments of the massacre on 2 April to go and testify before the investigative group so that the truth can come out. So far, regarding the events of 2 April in Shkodër, former president Ramiz Alia and, at that time, the Minister of Internal Affairs have been questioned. For the events of 2 April, a new judicial process has been requested because, although four former high-ranking officials of power in Shkodër and three of the policemen who served in the former Party Committee of Shkodër were sentenced, the truth still remains a mystery. The chairman of the 2 Prilli Association, Eduart Perjaku, was the first to demand the opening of investigations into 2 April, submitting the new complaints to the Tirana Prosecutor’s Office, which also included the names of three of the highest-ranking former officials of the Albanian state at that time. Rugova, a candidate for the Nobel Peace Prize, has been proposed by the Danish committee for Kosovo Recognition of Yugoslavia by the EU is conditional, as it links acceptance to the issue of recognition of Macedonia, the rights of Albanians in Kosovo, and the return of Eastern Slavonia. Remarried with a cut ear

It happens once He has taken back the wife who sent him to prison 10 years ago. The odd incident happened in the city of Lushnja when B. L. took back his wife as soon as he got out of prison. The couple had had major disagreements and, as revenge for her mistreatment, K. L. cut off her husband’s ear. The ear injury forced him to badly assault his wife and undergo a court process, being sentenced to 10 years in prison. But while he was serving his sentence, they reconciled and as soon as he got out of prison they went to the Civil Registry Office to be married. In the new family, everything started from scratch and their daughters returned to the family.
