Yesterday, the Council of Europe Resolution
In broad outline, the content of the resolution adopted yesterday evening by the Council of Europe had been known for some time.
Thus, while it would be absurd not to recognize the current parliament and to hold new elections immediately, when the legal framework in line with international standards is still lacking, it would be just as absurd for it to function without certain necessary restrictions, which would aim to eliminate the consequences of its almost one-party composition.
The resolution adopted by the Council of Europe places the Albanian parliament elected in the May 26 elections under a form of tutelage, linked to the content of the laws that this parliament must adopt. On the other hand, in its resolution Europe calls for dialogue to be institutionalized during this preparatory period through the functioning of a roundtable of political parties.
The discussion and adoption of laws by the Albanian parliament under the careful supervision of the Council of Europe and other important institutions is truly promising for the future of democracy in Albania. This is because, as experience so far has shown, the drafting and enactment of laws have often been driven more by the aim of ensuring the longevity of those in power than by democratic principles and standards. On the other hand, it became clear that the political level of most representatives in parliament was not on a par with that of countries with developed democracies. As a result, a good number of the laws adopted over these years, more...

Euro ’96 England
After the penalty shootout in Sunday’s final
Germany - Czech Republic
Southgate and Muller will remember for a long time the penalties they took last night at Wembley after extra time.
The former knocked England out of the final, while the latter sent Germany through to the final. Muller will not play on Sunday because of yellow cards.
Last night’s matches, especially extra time, brought plenty of excitement at Wembley and in Manchester. France leaves the European Championship after the penalty shootout, and the Czech Republic, with its qualification, not only brings natural joy to its own supporters but in a way also consoles Italian coach Sakhi and shows the world that the victory over Italy was neither simply Sakhi’s mistake nor a coincidence.
The Germany-Czech Republic final will be played at Wembley on Sunday. This final reminds football fans of the 1976 European Championship final in Belgrade, where former Czechoslovakia won the cup after a penalty shootout.
Miss Europe ’96 will be chosen in Tirana
Albania will host Miss Europe ’96.
A request made four years ago by the well-known TVSH director Vera Grabocka became a reality yesterday. The president of the organizing committee confirmed that Albania’s candidacy to host this European beauty event has been accepted for this year.
Although the tradition of organizing “Miss Albania” pageants is still in its infancy, thanks to Grabocka’s persistence Albania will crown Miss Europe ’96 on September 28. We saw the wonderful organization of the “Miss Albania” pageants... and on Monday we will announce the 37 participating countries for the event to be held in Tirana...

2,000 tons of wheat arrive in Durrës
Unloading has once again begun at the port of Durrës of 2,000 tons of wheat that arrived from Romania.
Fewer than five days have passed since the unloading of 5,800 tons of wheat, and unloading has begun from the ship “OLL LEDI” of a cargo of 2,000 tons. Unloading will be completed within three days, and the wheat will go into the state reserves.
The amount of wheat produced is sufficient for four months, and a considerable quantity will arrive through imports, which the government has ordered. According to the Romanian embassy, large quantities of wheat will come from that country, as it has considerable reserves that can easily be brought to Albania.
