Albania between two fires

The center of Balkan stability is in Kosovo While the comments continue about the meeting between the two top diplomats of Albania and Serbia in Kosovo, Kosovar students and intellectuals have taken over the squares. While the demonstrators show democratic culture and respect for the law, the Serbian police lose patience from the very first days of the demonstrations. The arrest and mistreatment of the demonstrator batteries and the detention of the editor-in-chief of the newspaper "Koha" show the state's hasty and violent response. This is happening now when peaceful demonstrations are taking place in Pristina, and on 1 October when the demonstrations will spread to Mitrovica, Gjilan, Ferizaj, Peja, Gjakova and Prizren? The students' demands have been political objectives: they are asking for the return of the school and university buildings from which they were expelled by the authorities in Belgrade in the early 1990s. President Milutinoviç spoke seriously with his Albanian counterpart; he must become a guarantor before his own state for granting the Kosovo Albanians those rights that he himself declares at the table. For its part, the Albanian state cannot consider its role toward Kosovo in bringing about a round table as exhausted. In fact, the European and American diplomacies have also supported the Albanian side's position. The signals coming from Kosovo's political parties are also positive. Through its deputy chairman, the LDK calls Milos' meeting positive because the Kosovo issue was discussed as a separate issue and not the solution to the national problem was considered a precondition for normalizing Serbo-Albanian relations. On the other hand, Rugova, in the meeting with Albright, also received America's affirmation that the great state of democracy is on the same line as the Albanian state's position. The people have a wise saying: iron is struck while it is hot. As it seems, the fire is lit. Diplomacy has only just begun negotiations, the youth are in the squares. It is good for international opinion to be sensitized step by step. European diplomacies cannot be satisfied only with the statement of the fact that Kosovo is the center of stability in the Balkans. They must ask the Serbian state to become civilized in respecting the rights and freedoms of the Albanians in Kosovo. In diplomacy's favor, it should increase its efforts and, if it has diplomatic tardiness to compensate for its shameful isolation, it should not be content with a mere round table. The statement by its chairman, Barjam Tosuni, that Albania is between two fires, deserves attention. On the one hand Albania seeks integration into international institutions, on the other hand it is the neighbors who are stirring up the problem. One of the conditions for integration is good relations with neighbors. Without the Kosovo issue being resolved, Albania cannot establish good relations with its neighbors, since half the nation is kept in captivity by those neighbors. Events are accelerating rapidly. The squares of Kosovo's cities on 1 October will be filled with demonstrators. If the Kosovars have sensitized the embassies in Belgrade, it is up to the Albanian state to sensitize the diplomacies of Europe and the USA. The Serbian state has shown how unyielding it is. Perhaps the PR's thesis for an international guarantee, meetings under the care of the USA or Germany, is still current.
