. Today Parliament is expected to consider a draft law to remove the necessary constitutional basis for the functioning of the justice system. The judiciary, as is known, is directly linked to the country’s stability and democratic developments. Losing hope in Justice undermines trust in the state. In our country, where institutions have been changed—and continue to be changed—more easily than people, Justice has been the most endangered bastion. Transitional society has been unable to institutionalize the psychology of relations between institutions, and especially relations between the state and the individual, as relations directly protected by the judicial system. Albania continues to be a metropolis of unconstitutionality. This is the source of corruption and smuggling, the transformation of the state leadership into a mafia structure, and the general constitutional crisis. The judicial system is entirely subject to administrative orders. Its misuse has expanded the scope of police action over official institutions, traumatizing constitutional life. Justice does not serve the logic of conscious self-empowerment, but the limited interests of political clienteles.
