Most impassioned was the appeal by American congressman Engel, addressed to the State Department and Secretary Ollbrajt, to recognize the right of self-determination for Albanians in Kosovo. Statement by the PRSH According to the official announcement, the Council of Ministers has prepared the draft law “On the sale of land to foreigners in areas where Law No. 7501, dated 19.7.1991, has been implemented.” The Republican Party asks the Council of Ministers not to take such a criminal step. A free land market will truly be established only after the problem of returning land to its owners—those who inherited it or legally purchased it—has been resolved. The prepared draft law makes it plainly apparent that the left-wing coalition in power wants to carry through to the end the Leninist law on the division of land per capita, adopted by the parliament of Ramiz Alia and enforced by the Democratic Party government. 7501 has been implemented entrenches the division of the peasantry into two groups and the inequality of Albanians before the law. This maneuver entails a deliberate act of giving away land. It is well known that the farmers who have received the land will be ready to sell it as soon as they find a buyer. The entry into force of this draft law will, among other things, further fuel hostility and bloodshed, at a time when the country urgently needs peace and order.
