Editorial Page 7 The Code, the predicted failure The Electoral Code failed, and this was acknowledged by the government itself and by the chairman of the PS, Ilir Meta. It failed also because of the fault of parliament and the government. As a result, it has been decided that no late solution will be allowed. The failure came because this majority was late in addressing the problem. Yesterday the highest leaders of the majority declared that the reason for the failure lay in the procedure. This is a clear alibi to avoid making the government and its majority responsible. The Code could not fail because of a procedure. For the procedure not to lead to failure, deadlines should have been set, the work already done should have been respected, and the views of the opposition parties should have been taken into account. The entire process of resolving the Code has been politically driven. The majority has treated it not as an obligation to hold free and fair elections, but as an instrument for political gain. The Code has continually been approached with narrow party logic and not with state logic. In this way, a climate of mistrust has been created between the parties and the possibility of reaching a compromise has been ruled out. The failure is linked not only to the technicalities of procedure, but also to the lack of political will. That is why the government and the majority must bear full responsibility for the situation created. Page 7
