EDITORIAL . Today, “PS, or “invalid”. Today voters in the runoff areas must vote for the Socialist Party, or their vote will be considered invalid. Voters will be faced with ballot papers listing the candidates of the Socialist Party and the Democratic Party. The latter have announced that they are boycotting the elections and, under these circumstances, only votes for the Socialists will be valid. How did we get here? With an Electoral Code contested from the outset, with a prejudged process full of uncorrectable errors, and with a Central Election Commission that neglects its most basic duties, nothing could have turned out differently. Anyone who has followed the course of this process and the relations between opposition and opposition has easily observed that the former has exploited every trick of electoral fraud, managing to obtain a majority of the votes, yet without actually being voted for by the majority of Albanians. Opposition candidates fell victim to attacks by the ruling party, which readily deployed its tools, from the Central Election Commission to the justice system. The source of all the violations remains the Electoral Code, which was called incomplete and biased from the beginning, but was fanatically defended by the managers of the electoral situation. The first round and the second round of voting, which are due to take place today, with their irregularities became evidence confirming the opposition’s claims about this code. The work of the Central Election Commission and its branches in the districts followed the same course. Through their incompetence, they excluded themselves from any possibility of being reinstated. Ultimately, with this code and this CEC, Albania will never be able to hold fair elections.

Winds of change at the General Prosecutor’s Office . Chief Investigator Agim Tirana leaves. Agim Tirana on the verge of resignation. The head of investigations at the Albanian Prosecutor’s Office is preparing to leave his post as chief investigator, although nothing has been officially said for some time—especially since Agim Tirana himself has made no such announcement. On the contrary, the head of investigations says, “I am not resigning. I have no reason to resign. I go to work every day and it has not even crossed my mind to leave my post.” But other sources say, “Agim Tirana’s case is the second, after that of Ajaz Gjeta, who resigned a few days ago.” Confidential sources at the General Prosecutor’s Office say, “The resignation only remains to be sent to Rakepi’s office.” Page 4

The PR’s election appeal is sent back . The Supreme Court mocks the law. “That the elections be declared invalid in the communes and municipalities where the CEC and the commissions under its authority have unlawfully disqualified representatives of the Republican Party from standing as candidates.” This was the essence of an appeal by the PRSH to the Supreme Court against the Central Election Commission, an appeal that has for the second time received a rejecting response from the Supreme Court.
