Investigation sets the deadline in August for the "Bllokmenë" to go to trial
Still one charge for abuse and embezzlement
Prosecutors are examining the accusations against Aris Çani, Isafti and the former top leaders from 1956 to 1990
FATOS BAXHAKU
TIRANA - The final conclusion of the much-discussed investigation into the former top communist leaders is approaching. According to sources from the General Prosecutor's Office, the charges against Ramiz Alia and Hekuran Isai will most likely be reduced. The sources state that by 5 August the preliminary investigations are expected to be fully completed. During this time, the accusations against the former communist leader Ramiz Alia will be reviewed once again in detail. So far he is accused only of misuse of funds and unjust enrichment. Now, together with former Interior Minister Hekuran Isai, he is also under accusation for embezzlement. This latest charge has recently been added against the two former highest leaders of the communist state, along with the charges against former Prime Minister Adil Çarçani and former deputy prime minister Manush Myftiu. For the prosecutors conducting the investigation, this is a matter of "trade in goods". The essence of this charge has to do with whether these goods were purchased with lawful income or not. The document proving that their benefits were obtained illegally, according to sources from the General Prosecutor's Office, is a Political Bureau decision from March 1956. Under this decision, the country's top leaders were granted the right to buy various goods at subsidized prices. This mainly involved very expensive goods such as televisions, refrigerators, radios, clothing and footwear, etc. This right was denied to the Albanian people until 1990. On the basis of the political decision, the former top leaders bought a great deal of goods, paying not at market price but at a nearly ridiculous price. The prosecution considers this act to be an appropriation of state property.
At the top of the list of goods they bought with state money, but for their own benefit, are color televisions, refrigerators, washing machines, radios and other goods. These items usually came from Eastern bloc countries. They were generally used as gifts for family members. Meanwhile, the comparison between the large quantities of goods and the salaries of the time has also raised suspicions of embezzlement. For the experts, this is the new charge being added to the "Bllokmenë" file.
The prosecution is still reviewing the files and the final indictment is expected to be determined at the beginning of August.

400 students from Albanian-inhabited areas expected
They come from Kosovo, Macedonia and Montenegro
Three other people will soon appear before the court
TIRANA - Although the academic year has ended and the students transferred from the universities of Kosovo have been permanently settled in the lecture halls of Tirana, another group of students from Albanian-populated areas is expected to arrive soon. Sources from the Ministry of Education told the newspaper yesterday that after studies carried out in Macedonia and Montenegro, another 400 students have requested transfer to the lecture halls of Tirana. To learn more about the possibility of placing them in the faculties of the University of Tirana, officials from the Ministry of Education met with a delegation of Albanian rectors and lecturers from Macedonia. The hope of these students to continue their studies in Albania seems to be on the path to a solution. Thus, Albanian universities may increase the number of students transferred from Albanian lands.
TENDE
As expected, the lack of conditions for housing students in Qyteti Studenti greatly complicated the transfer of the young people from Kosovo. 200 of the transferred students who will continue their studies in Tirana were placed in the dormitories of the Faculty of Agriculture, while another 200 were placed in the dormitories of the Kamza Institute. Currently around 200 students have started the procedures for transfer from the universities of Macedonia to the lecture halls of Tirana. This was announced by sources at the Ministry of Education, according to whom yesterday the deputy minister of education discussed with the rector of the University of Tetovo, Fadil Sulejmani, the possibility of transferring the students to the lecture halls of Tirana. Reliable sources say that yesterday the list of 200 Albanian students from Montenegro who have won the right to transfer to our universities was also completed.
FIGURES
According to the latest data, 43 students from Kosovo and 17 from the universities of Macedonia have submitted their transfer requests and are awaiting a response. These students will be distributed according to their respective fields of study. It is understood that, to solve the housing problem, the University of Tirana has asked the Ministry of Public Order for help in freeing up the military police unit near Kinostudio. In any case, the transferred students will be permanently accommodated in dormitories, at least until the end of the next academic year.

KRUJË/DURRËS/TIRANA - It is understood that the deputy president of the company "Jakupi", together with the administrator Vaskë Vaso and its economic director Sali Çeka, have been set free. This was decided yesterday by the prosecutor in the case at the end of their pre-trial detention period. Since the period of pre-trial detention had expired and the final charge against them has still not been determined, the three managers of the well-known company "Jakupi" have been released. The same charge hangs over businessman Vaskë Vaso as over the arrested president of "Jakupi", Fatmir Jakupi. This is the charge of fraud with serious consequences. The company’s deputy president, Sali Çeka, faces such a charge, while administrator Vaskë Vaso is accused of "violating the rules on poisonous substances". The three men were arrested after two women from the town of Krujë reported buying alcohol in bulk from the company "Jakupi".
In the preliminary file, the managers of the company "Jakupi" are accused of having, in collusion with one another, sold their "client" large quantities of alcohol to be used as raki. This alcohol contained poisonous substances. The consequences became known after it was consumed by hundreds of people, some of whom also died.
