Education reform requires 59 million dollars

TIRANA — The amount needed to provide normal schooling conditions in Albania, from the pre-school system all the way to universities, reaches 59 million dollars.
This figure does not include the cost of building new schools. 70,000 additional places are needed. If the lowering of the school starting age to 6, as well as the migration from the countryside to the city, is taken into account, the cost of building new schools would exceed 100 million dollars.
According to the study, the cost of schools for 198 eight-year schools, 96 secondary schools and 208 four-year schools, 228 kindergarten schools, as well as 17 vocational schools, comes to 57 million dollars. The value of building the additional 70,000 places reaches 28,000,000 dollars, that for importing educational textbooks 7,000,000 dollars, for adaptation and repairs 5,000,000, and for school laboratories and teaching aids around 8,000,000 dollars.
Experts say the current education system does not meet investment needs and that capacities do not correspond to the growth in demand. The study also mentions the poor condition of facilities, the lack of textbooks and the need for laboratory equipment.
The study estimates that in higher and pre-university education, immediate investments are needed in order to make it possible for the reform to begin under minimum conditions.

GJIROKASTËR — Several hundred Albanian authorities returned today around 700 refugees, who were recently expelled from Greece for illegal border crossing. The refugees were brought by bus to the Kakavijë border crossing, but some of them continued to return by whatever means they could find.
According to local sources, from yesterday evening until this morning, numerous groups of returning Albanians were registered in Kakavijë. Some of them stated that they had been mistreated during their arrest and that their personal belongings had been taken.
Police sources stated that in several cases there had been pushing and clashes because of the large flow at the border crossing. Reinforcements have been sent to the area to maintain order.
Our correspondent in the south reports that the tension was also felt in Gjirokastër, where several families anxiously awaited the return of their relatives from Greece.

TIRANA — For the price, between 3,000 and 4,000 lek per liter of plasma is paid, while for a standard donation the payment is much lower. Doctors say the number of professional donors is declining and that more and more people see this as a job that is not worthwhile.
At the Transfusion Center it is stated that, although paid donations have decreased, blood needs are being met thanks to the growth in voluntary donation and the better organization of hospitals.

At the beginning of the 1990s in Tirana, people known as “blood donors” were moving through the corridors. They came often, gave blood or plasma, and provided income for the family. Today this figure is disappearing. “There is no profit anymore,” some of them say.
In the capital’s hospitals, care for analyses and donor selection has increased, while payments have become more limited. Some citizens complain about longer procedures, but doctors insist that safety has improved.
A part of the former donors have returned to other occasional jobs. Others say they no longer do it because it harms their health.
The doctors interviewed by the newspaper say that “the needs are guaranteed” and that, for the moment, there are no critical shortages in Tirana’s hospitals.

ROME — Valerio Stoe, 44, and his son, a doctor, accused of the death of four young Albanians in a private ambulance, were questioned yesterday at the Rome Prosecutor’s Office. According to the Italian police, the young men were found unconscious near the city and could not be saved.
TIRANA — Regarding the names of those responsible, the Albanian authorities said they are seeking full information from the Italian side. Family members are asking for clarification about the circumstances of the event.
Italian media report that the case has sparked broad debate over clandestine transport and the exploitation of Albanian migrants.
