The payment list, which includes documents from 1984, 1985 and 1986, shows that the Albanian regime maintained regular ties with Marxist-Leninist groups in many countries around the world. The documents mention payments to Portugal, Spain, France, Belgium, Colombia, Brazil, Ecuador and other countries. According to the materials presented, in just a short period considerable sums in foreign currency were given. Some of the payments are described as “fraternal aid”, while others are described as “organizational contributions” or “propaganda support”. One of the archival notes states that “according to the guidance of the leadership” maximum discretion had to be maintained and indirect channels had to be used to send the aid. It also emphasizes that contacts had to be made through trusted people. Another list mentions relations with groups in Latin America, including Ecuador, and provides details of disbursements in US dollars. The documents, however, do not always explain exactly the final use of the sums. In the view of historians, these materials are evidence of an ideological foreign policy that supported small Marxist-Leninist groupings abroad. The archives shed light on the financial scale of this strategy. On other pages, the signatures, stamps and resolutions accompanying the payment orders are also shown. The other case concerns a deceased citizen under unclear circumstances, for whom intervention is also being requested. According to the complaint, the relevant offices demanded numerous documents and unaffordable payments. The relatives complain that no one showed them the concrete path to solving the problem.
