In a 1969 document, it is mentioned that the Albanian authorities had also prepared materials in foreign languages for trainees who had come from abroad. According to the practice of the time, foreigners were housed in special facilities and their movements were kept under strict control. Cooperation often took place in coordination with political representatives of friendly countries or liberation organizations.
