Investigation into war crimes

“I killed the 129 carabinieri to take their clothes” The Bari Prosecutor’s Office is seeking those responsible for a massacre of Italian servicemen in 1943 CARLO BOLLINO BLESAN - “It was a massacre and now, 50 years later, Italy wants to know the truth and punish those responsible.” This is what the Bari prosecutor, Armando Spataro, told two journalists from “Gazzetta del Mezzogiorno” yesterday, speaking about the executions of Italian servicemen carried out in Albania by communist partisans. The story began with a complaint that reached the Italian justice system via a fax sent by the “National Association of former Italian servicemen for Albania”, based in Rome. The twelve-page document, signed by 74-year-old former carabiniere Sebastiano Zotta, a resident of Brescia, contains a very serious accusation supported by photographs and lists of names. “When we lost the war [that] we were fighting against Germany - Zotta writes - we were ordered to disperse and return to Italy. Together with 129 other carabinieri, on 15 September 1943, we landed on the coast near Vlora, but Albanian partisans appeared and ordered us to wear the clothes of Albanian soldiers killed by the Germans. Anyone who refused risked death.” That is where the horrors began. “One carabiniere, an officer and a marshal, who did not want to comply, were shot immediately. Then the rest of us also fell into the hands of the partisans. They took us through the mountains and split us into three groups, scattered in different places.” In reality, Zotta’s complaint is only one story among hundreds of similar ones, with dates and names. It speaks of missing comrades, mutilated corpses, drownings in rivers, Albanian peasants who secretly buried the Italian dead. According to the complaint, some of the Italian servicemen were killed for their clothes and shoes, others were handed over to the Germans, while many disappeared without a trace. New budget approved: reconstruction of the capital financed by the Municipality

New budget approved: reconstruction of the capital financed by the Municipality TIRANA, P.B. - By 31 March, the Municipality of Tirana had spent 200.00 lek for the 1993 budget year, under conditions of normal activity and in accordance with the approved budget. The completion of the reform has made changes necessary. In order to definitively establish the functioning of the Municipality of Tirana as an administrative unit with clear powers, the Tirana Municipal Council decided to review this budget as well. The request to restructure the budget is also linked to different amounts for staff salaries, increased investment, funds for urban transport, subsidies for services, and financing for the reconstruction of the capital. In the material submitted by the Municipality, it is stated that the government has allocated 1,220,000 lek for 1993. This amount includes 166.00 for investment, 550.00 for infrastructure reconstruction, 304.00 for urban transport, and 200.00 for other subsidies.[?]

The NATO official called for greater international pressure on Belgrade and assessed that peace in the Balkans is directly tied to a fair solution to the Kosovo question.
