Director General of Prisons: “Someone must intervene”
Prisons in emergency conditions
Overcrowding, hygiene, old structures
TIRANË — “Prison ‘321’ is filled to three times its capacity. The prison in Burrel has serious water supply problems. In Vlorë, the buildings are worn out. In Tepelenë, material resources are lacking. In Sarandë, the cells are unsuitable.” This bleak picture is given by the General Directorate of Prisons, which speaks of an emergency situation in the penitentiary system.
According to the data, the number of inmates has increased significantly over the last few months, while the existing buildings were constructed for a far smaller number of people. This has led to overcrowding, hygiene difficulties, a shortage of beds, and growing tension in the places of imprisonment.
A table published alongside the article provides data on prisons and their capacities compared with the number of inmates. In many of them, the permitted capacity is exceeded. Urgent intervention is needed for reconstruction, expansion, and basic supplies.
In addition to material conditions, the officials also raise concerns about the lack of staff and of equipment for guarding and services. “The system cannot endure such a situation for long without consequences,” the article says.
The table reads:
Prison — Inmates — Main age group — 18-25 — 26-30 — 31-35
LEZHA 250 99 65 31
LUSHNJA 130 70 27 20
VLORA 220 94 80 24
TEPELENA 30 — — —
TIRANA 1 120 35 25 12
TIRANA 2 130 47 30 24
SARANDA 120 59 30 24
“Near Elbasan an Italian soldier was killed: take his remains”
In the moving testimony for “Gazeta”
ERASAN — “We were making a road with a cart and shooting partridges in the meadow where the village now stands. At one point we heard people screaming like madmen ‘zozzes’, I shouted and hid. As soon as I put my head back up I saw two Italian soldiers with their hands raised. One of them dropped his rifle to the ground and told his companion to grab it, but a villager opened fire. When I saw at that very moment that the enemy was falling I was left like in a sea monster’s grip. When I came to my senses I saw that the soldier had stayed where he fell. We buried him that night where he had fallen. A child also found his helmet and kept it for years...”.
The man who remembers these details is called Sali Daja and he is 72 years old. He has not forgotten the events of the war. Fifty years have passed, yet he still remembers clearly the place where the Italian soldier fell. In a long testimony for “Gazeta Shqiptare” he tells everything he knows and calls on the Italian authorities to take the remains of the soldier who rests near Elbasan.
We select some significant parts of this testimony. “The Italian convoy passed through our village for the first time. We were children and followed them out of curiosity. Later the clashes with the partisans began. One day we found ourselves face to face with a group of soldiers. One of them was killed nearby. We covered him with earth so the animals would not eat him. No one dealt with him anymore.” Sali Daja says that the place is near Elbasan and that, if specialists come, it can still be found. “I have also spoken with other old men who remember it,” he says.
In the end he adds: “If Italy knows about it, let it take the remains of its son.”
