Socialists in Parliament even without the new Constitution

No, the opposition changed its mind. Speaks Neritan Ceka[?] PS But the majority denies it: "They returned because they don't want to give in." GAZETA SHQIPTARE TIRANA — The final decision had accompanied, undoubtedly, yesterday's discussion of the leadership of the parliamentary group of the Socialist Party, which lasted until nearly 12 o'clock. The decision: the socialists will return to Parliament, even without the new constitution. However, during yesterday's meeting there were still voices both against and in favor of returning, but in the end the majority voted in favor. The reasons for this new stance are linked to the political developments of recent days, to pressure from public opinion, and to the need not to leave the chamber of the Assembly empty. The meeting discussed at length the relationship with the other opposition parties and the way in which opposition to the draft constitution will be expressed. The leadership believed that the prolonged boycott was not bringing political gain. According to some MPs, absence from Parliament was being interpreted as an inability to face debate and as leaving the field free for the majority. Others insisted that returning without a clear political agreement would be seen as a retreat. In the end it was decided that presence in the chamber would be accompanied by a strong opposition line and by open objections to the disputed articles. At the end of the meeting, a change in tone was also noted among the Socialist representatives, who expressed readiness to take part in parliamentary committees and in the debates of the coming days. Sources close to the group said the decision does not mean a softening of the political stance, but a change of tactics. Meanwhile, representatives of the majority interpreted the return as a sign of weakness of the opposition and as acceptance of the fact that the institutional path cannot be avoided. Tirana without plates, the problem on the way to being solved

The Ministry of Public Order has lacked the necessary funds For a month the new vehicles have been left waiting TIRANA — For more than a month, hundreds of new vehicles have not been issued license plates in the capital, creating difficulties for owners and traffic control authorities. Sources from the administration said the main reason has been the lack of funds for producing the plates and for supplying the relevant materials. The problem is expected to be resolved after an urgent intervention by the Ministry of Public Order. Citizens have complained that the delays have caused problems in traffic, insurance, and the completion of other administrative procedures. According to officials, a new batch of license plates is expected to be distributed in the coming days and to cover all outstanding requests. Until then, owners have been asked to carry proof of purchase and temporary permits with them. Traffic police circles say the lack of plates has made it harder to identify new vehicles and to control the incoming and outgoing roads of Tirana. The Ministry is also expected to soon announce a new registration procedure, so that such cases will not be repeated.
