Suspicions over 30 billion lire worth of food supplied to Albania TIRANA — (c. bo.) The investigation in Italy into the scandal over aid to Albania is growing in scope and, after «Levant. Co.», now involves another company: this time, at the center of the investigation, led by the Rome prosecutor Evelina Canale, is «Incala Carni» of Modena, which in the summer of 1991 exported butter, meat, rice and milk to Albania worth thirty billion lire. It was the Italian Foreign Ministry itself that commissioned this supply of foodstuffs; its senior officials have now ended up in the dock on charges of abuse of office. The latest to receive a notice of charges with a guarantee of legal safeguards was the then former Deputy Foreign Minister, Claudio Vitalone. Yesterday, two officials of «Incala Carni», whose owner is Luigi Cremonini, were also accused of the same offense. They are Nando Beniaco, the company’s managing director, and Gianni Gherardi, head of the export office. On the order of Judge Canale, the Carabinieri searched the offices of «Incala Carni» in Castelvetro (a small town near Modena), seizing documents relating to the shipment of aid to Albania. In particular, letters, faxes and requests for goods exchanged between «Incala Carni» and the ministry fell into the investigators’ hands. In the summer of 1991, the Foreign Ministry asked the Modena company to deliver the food aid immediately; it was gathered in less than 48 hours and sent to Albania. The method was exactly the same as that used for Bari-based «Levant. Co.», at the center of the investigation that led to the imprisonment — in Albania — of the former... Today, «Incala» is suspected, like «Levant. Co.», of having been paid by the Italian government at prices higher than the actual market value of those goods. «The sales operation was entirely in order — Nando Beniaco, one of the two suspects, said yesterday — and was completed in record time. In the evening, «Incala» issued a statement: «The searches of our premises are being carried out as part of the ongoing investigations into the supply of aid to Albania. Our documents were seized because they were considered useful to the investigation, but the company is confident that the operations it carried out were regular.» «Incala Carni» — one of the most important companies in Emilia-Romagna’s food sector — adds that «Judge Canale has made no accusations concerning the quantities or quality of the aid sent to Albania». 185,200 ECU in funds for minors SHKODER — (An. St.) — Another realization of the European Community’s aid to Albania. It concerns minors who benefit from the renovation of a children’s home in the city of Shkodër. This institution, inaugurated in the presence of the EC Representative in Albania, Antonio Martini Kamia, is part of the objectives of the program “For the Improvement and Development of Children’s Homes in Albania,” to which the EC contributes 185,200 ECU. Now, following the inauguration, the home has a completely different appearance: the rooms, ceilings, floors, electrical installations, doors and windows have been renovated. Special attention was also devoted to the training of the educational staff. Divided into two groups — for children aged 0–2 and those aged 3–4 — the staff underwent days of theoretical and practical lessons conducted by European experts in these fields. This EC program also includes other projects of this kind, not only in Shkodër but throughout the entire northern region, where the need for such assistance is greatest.

TIRANA — (p. re.) — Another triumph for the renowned Albanian violinist Tedi Papavrami. This time at the international “Poblo” violin competition. The final of this competition, known as one of the toughest in the world, took place on 26 September in the city of Pampiona, the birthplace of the great violinist Poblo. Thirty contestants took part, from countries including Austria, Japan, Australia, the USA, Italy, France, Germany, Mexico, Brazil and Australia. After successive rounds of selection, the five best violinists competed before the audience, accompanied by an orchestra. At the end, the Albanian violinist deservedly won both first prizes, awarded by the jury and by the audience.

Dozens dead; President Eltsin declares a state of emergency MOSCOW — The situation in Moscow is becoming increasingly dramatic. President Boris Eltsin declared a state of emergency in the Russian capital, while the Russian government said it would be forced to use force to put an end to the disturbances organized by the former communists. The decision came after violent clashes outside the Presidential headquarters, where young demonstrators gained strength in the area protected by the police. The demonstrators occupied City Hall, encouraged by the demonstrators Aleksandër Rutskoi and the president of Parliament, Ruslan Khasbulatov, who issued a public appeal declaring that the decisive hour had come.
