Food is being buried

Merchants do not pay the fines TIRANA - (e.) - Up to today, 11,935 tons of expired foodstuffs have been blocked, of which 8,362 have been destroyed, 3,024 are being preserved and 349 have been returned to the producers. This was told to us yesterday by the Secretary General of the Ministry of Agriculture, Mr. Genc Ruli. Yesterday, 290 tons of blocked imported goods were added, bringing their value to 200 thousand dollars. This time the turn has come for the retail traders. They pay fines ranging from 5,000 to 10,000 lek. In all cases, the economic damage has been assessed by wholesalers and late-payment interest has been charged from the production date to the blocking date. Also, 48.5 tons of expired imported food with a value of 54,328 dollars have been blocked. On the other hand, returning them to the producers had been considered the most likely action, but since our country has begun to apply the consumer protection and food product control law rigorously, foreign companies would very quickly lose their place in the Albanian market. Among them, for now, are “Drogheria” of Rome, “Kavalleri” of Milan, “General Fructa” of Bari, etc. Sanitary inspectors, from the sanitary inspectorate and the food control offices, have carried out 4,975 inspections, a figure which compared with August is 22.5 percent higher. As a result, 3,596 official reports were drawn up by unloaders and producers. The Ministry of Agriculture and Food Control has proposed taking several measures against small traders, aiming in particular at legalizing their activity, installing refrigerators, building hygienic shops, etc. On the other hand, it has been made known that only 5 percent of the fine has been paid by all these traders. The problem is that the fine payment as an administrative measure is not being settled. Therefore, 20,500 brochures will be distributed throughout the districts to raise awareness among traders. Meanwhile, failure to respect hygienic-sanitary rules, building premises without a permit or temporary wooden structures, etc., will force inspectors to take strict measures. It is reported that up to today, only from the private sector, 750 tons of various products have been blocked. NEW PROGRAM FOR HEALTH IN TIRANA In Albania in 1993-1996, a program financed with 7.8 million ECU from the European Community will operate to improve drinking water supply and urban sanitation. The program aims to improve hygienic-sanitary and health conditions in Tirana. The program provides for drinking water supply to 420 thousand inhabitants of Tirana and the renovation of the city’s sewer system. The works include the installation of new pipelines, the construction of a pumping station, and the upgrading of a water treatment plant. At the end of the program, Tirana’s water utility will be able to supply more than 50 percent of the city’s population continuously with drinking water, significantly reducing cases of waterborne diseases.
