TIRANA — Compared with 1992, the Council of Ministers approved 954 partnerships with foreign partners over the 12 months of this year. Approval was refused for only 34 enterprises. About 70 percent of the business ventures carried out in Albania are in the private sector. This shows not only the existence of this form, but also the fact that Albanians are more often taking the open roads of capital creation in their own country. A few months ago the Council of Ministers decided that free economic and trade zones should be built on the Albanian coast. To make up for the lack of state funds, the government has decided to cooperate with private companies, both domestic and foreign. That is what has happened with the first tourist zone in Golem, near Durrës. A total of 349 hectares of coastline have been designated for hotels, campsites, villas and entertainment centers. The land will remain state-owned, while investors will build with their own capital. This area will have tax incentives and faster procedures for building permits. According to specialists, this will affect the development of tourism and the creation of new jobs.
