The Democratic Party rebuilds the coalition

Selami talks about the old allies “Now the small parties are entering government” TIRANA — It will not be only the future government, but now that this one has fallen he does not seem very preoccupied. The chairman of the Democratic Party, Eduard Selami, outlined to Gazeta Shqiptare his views on relations with the former government allies immediately after their bitter break. On the same day the PSD had announced its withdrawal from the government. On Sunday Godo’s party had done the same. The latter remains — according to Selami — the closest political ally of the PD, even though no current minister had been proposed by it. The split with the social democrats seems more definitive. “They are more socialist,” he assures in his statements — in the program, and we will cooperate only with their right wing, Laço, Staro, Adem. Only with the deputy ministers who will be chosen from the right-wing allies, the small parties of the right. According to Selami, these will be the signals that will be added to the government’s red-and-blue colors. - How do you judge the break with your old allies? “I personally have been of the opinion that the coalition continued in 1992 should be broadened, but the problem of continuity cannot be with the same formula, but with a new one. In this coalition between the PD and the PSD and the PR, the situation was not the same as in the past in terms of real relations with the political forces in parliament. I myself faced pressure from within the party to enter the government. The Council that also expected this cannot lead to a political crisis. I personally think that a political coalition, especially in today’s Albania, needs decisions..." Both of your former allies have stated that they were not involved in appointing the new ministers... "In the meeting I had with Godo we agreed that our cooperation with the PR should be outside the government. However, we will coordinate with the Republicans as more natural allies. As for Gjinushi, I really did not discuss this problem with him, because he is the worst for the problem of everyone’s government after the Constitution one." So are you or are you not in a governing coalition with the PSD? "We are in coalition with their right wing. The Minister of Culture Teodor Laço, the deputy minister Arjan Stafa, proof, and the General Secretary of the Prime Minister’s Office Vullnet Ademi, are proof of the existence of this coalition." But do they accept this? "I want to assure you that in relation to this case nothing new has been created, but President Berisha presented it; the rumors circulated only from a lack of information. The parliamentary and group vote on the composition of the ministers ultimately belongs by law to the President, and the Prime Minister decides and makes the proposals." Fatos Baxhaku

The country in darkness: 10 transformers blow out every day

Another emergency plan. Heating compensation only in vouchers Technicians explain the causes of the endless black-out ANDREA STEFANI TIRANA — Along with the frost that has gripped thousands of Albanian families, darkness has also arrived. The lack of electricity has become a daily, torturous ordeal as winter begins in the city. And unlike in other cities and areas, alarming reports are coming in about numerous faults in the grid and transformer explosions. The government is trying through clever measures to balance the situation. A certain category of consumers has been singled out and is involved in a vicious circle. Without asking specialists, they continue to use electricity for heating, which in turn causes faults and outages. According to data from the Energy Corporation (KESH), daily electricity consumption nationwide has risen sharply. During the winter season it reaches as much as 13 million kilowatt-hours. Years ago, when industry was also fully operational, consumption reached 11 million kilowatt-hours. And the network cables and transformers of the distribution grid, overloaded beyond measure, have recently been burning night after night. In recent times, an average of 10 transformers per day have been burnt nationwide. The Energy Committee has put forward to the Government a rescue action plan, to be implemented by taxes and [?]. The main goal is to make consumers economically interested in turning to alternative heating, primarily kerosene. Among other things, it is proposed that compensation for wage losses — earmarked to provide reimbursement and winter benefits this year — be distributed to the population in the form of vouchers valid for buying kerosene. A reduction in the price of the 9,000 kerosene stoves imported from Germany, which have long been sitting in stock, will also be proposed. The plan looks very broad and replaces heating components such as firewood and the use of wood, encouraged by local authorities — as well as the organs of local government. To date neither propaganda nor the measures implemented have been able to clearly meet citizens’ needs for wood and energy materials for winter heating, kerosene, and liquefied gas. The consequence is that Albanians have been forced into shutdowns without electricity. According to KESH, specialized KESH staff, but also the Energy Committee itself, remain losses and [?] of the plan. Not less than 100,000 broken meters in the grid have been destroyed by electricity theft. They are paid only [?] from time to time, at a value many times lower than the energy they consume. This theft sends many transformers into blackout. According to electric police data, thefts from the grid have increased enormously. This phenomenon has become especially pronounced after the rise — in April — in the price of electricity. And of only 70 percent of the [faulty?] [paid?] 9 million, more than 15 million lek have been collected. And the [value?] of [?] losses on average — [figures?] — by the [end?] of [autumn?] [for?] [20?] million dollars over the years, mainly because of the lack of meters, but installing them, as has been said, requires around 5 million more dollars. This is how much heating costs 1. Firewood 1,000 kilocalories 3,125 lek 2. Coal 1,000 kilocalories 3.75 lek 3. Kerosene 1,000 kilocalories 2,875 lek 4. Electric energy 1,000 kilocalories 2.53 lek 5. Liquefied gas 1,000 kilocalories 4.5 lek

Petrela’s return

TIRANA — Arben Petrela has once again returned de jure to his post as Director-General of Customs. It was the current Minister of Finance, Dylber Vrioni, who on his first day in office — Monday afternoon, when he set off on a business trip to London — also ordered Petrela’s reappointment. The decision annulled the letter of his predecessor, Piro D[?]shnika, who had signed the dismissal of the customs director two weeks earlier. This was precisely on the day when Dishnica had received the notice of his removal from office.

The split in the PSD deepens

Teodor Laço: “We want a meeting of the Council” Teodor Laço: “We want a meeting of the Council” TIRANA — The controversy within the social democrats, now divided into two wings, the progressives and the staunch opponents of the Government, is deepening. The wing that also includes government figures, among them Laço, Staroa and Ademi as well as Pula, Londo, and several party branch chairmen in the districts — replied yesterday afternoon to the PSD by calling for a meeting of the national council to discuss the state of the party and the debates within it. The news was confirmed to Gazeta Shqiptare by one of the main figures of the progressive group, the Minister of Culture Teodor Laço. “The rumors spread about our founding a new party are made up — Laço said — we are waiting for the discussion we have requested in the party’s national council.” (g. b.)

After the ministers, the deputies

TIRANA — After the ministers, it is now the turn of the second tier of the Meksi cabinet: the deputies. Yesterday, at an afternoon cabinet meeting at the Prime Minister’s Office, and with the signatures of some of them, a restructuring of the government cabinet was decided. Sopot Haxhi, Deputy Minister of Transport and Communications, Arben Demeti, in Construction, Vjellmi of Trade [Lazarin Mazreku?], Deputy Minister of Tourism, have been removed from office; meanwhile, he did not receive the news of the [change?]. Others, moving away from one ministry, were transferred to deputy posts, but with reduced powers. For example, Edmond Spaho, from former Minister of [Agriculture?], became Deputy Minister of Tourism and Construction. Two others who are entering the new cabinet are [emigration?], Petrika Social Affairs and Formerly Persecuted, and Suzana Panariti — the first woman to hold such a post in post-communist Albania — in the Ministry of Industry, Transport and Trade. The scorer of goals becomes a millionaire

Totofutboll, record ticket TIRANA — Fantastic record in the list of Totofutboll winners on Monday afternoon, while hundreds of people were waiting with bated breath for the possibility of winners with only 12 points, the Central Commission announced on Monday [the news?] that there were 16 winners, each with 13 points. It is the highest result ever achieved. For this [reason?], the winners — especially in Albania the first person to become a millionaire from a single ticket. It is a staggering sum: 2,837,585 lek. The lucky winner is a [citizen?] from Lushnja, who has decisively marked a team of seekers among others of fortune by opening flowers in a sign. The special features do not end there. Lushnja is [also?] the oldest center with a sum of more than 2.8 million lek. On Saturday, again, he played not with a regular slip, but with 10 tickets based on combinations, paying a relatively substantial sum. And his courage was not in vain. His predictions produced [result?] and [reliable?] with a winning column with 13 points and 11 other winning columns with 12 points. The result is something very [common?] here for such a sum. This is the first case — and it is likely to remain for a long time the only one — in Albania where a winner of such an amount is known not through Totofutboll. Two years ago only the second fantastic payout was made, when the Totofutboll winner, a woman from Berat, won a little more than 200,000 lek. Now one [win?] of hers — only 40 million lire away — manages to transform her [fate?].

YESTERDAY IN ALBANIA

Berisha dismisses district heads The news about the dismissal of the Chairman of the District Council of Elbasan, N[?] Allaj, has become official. A notice distributed on Tuesday by the President of the Republic, which lists a long series of removals from posts and officials, mentions Allaj’s work first. Favoring oneself and one’s family, failure to pay obligations and financial violations are some of the reasons motivating the President’s decision, taken on Meksi’s proposal. It is also said that Vladimir K[y?]ro, Chairman of the District Council of Devoll, was dismissed by a document. Seminar for recruiting Duarsh[t?] Representatives of construction and design firms have given life to a three-day seminar in Durrës. Liquefied gas

Merchants: “Importing is not worthwhile” TIRANA — Liquefied gas and [?] have disappeared from the market without even succeeding in satisfying the hunger of Albanian consumers. Once used only in cities and villages near gas-bearing areas, its use is now in great demand in other cities as well. Proof of this are the many imported stoves that work with gas cylinders. But gas — after the increase in quantities and tariffs — [?] with Italian help — is not arriving in sufficient quantities for purchase and the transport cost makes it worthless even for import under the existing tax conditions — from the merchants’ point of view.

Kerosene

Soon 7,000 tons for sale TIRANA — Hope that this month the symptoms of what can be described as the paradox of kerosene shortages will be felt less. There are 7,090 tons of kerosene calculated in this month’s distribution plan, which inspires confidence among specialists about clearing the long lines of people outside the shops. On average, 75,000 tons of kerosene are consumed in Albania every year. And although this quantity — as a result of imports and production at the Ballsh Plant — has been met, kerosene has still been lacking in the country. This paradox seems to have only one explanation: smuggling.

Four years in prison

Minimum sentence for the woman who killed her husband TIRANA — Four years in prison. This was the sentence for 32-year-old B.M., who had killed her husband a few months earlier. The court found that her act had been committed under the influence of a strong psychological shock. The court also found that her husband had used physical violence against her. The circumstances of that tragic day of the husband seem to have been decisive for the court. On the basis of [ty?], B.M. was sentenced to the minimum prison term. B.M. herself asked the Prosecutor, dated the indictment, and found it was simply the truth in the measure imposed by the court.
