TIRANE — One of the most important seals in Albania is now under suspicion. This time the victim of a sensational forgery is the seal of the Tirana Court, the one that gives legal title to dozens and hundreds of court decisions. The sensational discovery was made by the Tirana Court itself, which — after filing a complaint with the Prosecutor’s Office — urgently changed the seal, although this time the new one was produced with a special dimension different from the previous one and is extremely difficult to prove false. Meanwhile, investigators immediately opened a criminal case and at least seven or eight court decisions, linked to the forged seal, are now under «accusation».
"It was noticed completely by chance — the Tirana Court officials told Gazeta Shqiptare — some court decisions did not appear in the Court registers, a fact which shows that these proceedings had never actually taken place and that the decisions were invalid." Immediately after this discovery, we sent questions and the judicial experts examined the case. And the result was truly shocking, since the graphic expertise above all came to prove that it was an imitated seal. It concerns a number of court decisions related to property, a civil conflict that has become very much in «fashion». Especially for land registry purposes, it can definitively confirm real estate ownership. Perhaps it was precisely this detail that attracted the forgers of the Tirana Court seal, whose «victims»—for now only seven or eight people have been identified—may well be far more numerous than that.

In any case, the intensive investigations and the questions being asked right now of various citizens — victims of the fake seal — may fully confirm the exact number of these invalid court decisions. This number, which perhaps has now been crystallized by the Prosecutor’s Office, although — because of the secrecy of the investigation — as well as the people responsible for this forgery story, have still not been publicly named. The only detail currently known — also from the citizens affected by the falsified decisions — concerns the fact that the fake seal was used in exchange for money and that someone assumed the role of a lawyer, thereby doing the work for his clients who perhaps only wanted to waste time. Such a story had happened months earlier in the Vlora Court as well, and there investigators had also opened a criminal case. As it seems, court seals are now the forgers’ favorite.

KUKES — No concrete solution, until Thursday evening, for the hunger strike of the people displaced by the Fierza Lake in Kukës. The doubts of the government representatives and the wishes of the local deputy have so far resulted only in a few proposals, without reaching a final outcome. Meanwhile, those confined — now completing a week of self-sacrifice in the hall of the Palace of Culture and many of them have begun to show health problems — are waiting for Meksi’s cabinet to take a decisive step consistent with the demands they have put forward.
The strike has now entered a delicate and very serious phase. The Prefect of Kukës was also present; earlier in the week he had declared it illegal. "Starting on Wednesday the strike took on its full legal form — the Prefect told Gazeta Shqiptare — the strikers have distanced themselves from certain disruptive elements that tried to manipulate it." On Wednesday there had been a group of people who blocked the Morin road — linking Prizren with Kukës — and later were calmly dispersed without any incident by the police forces. These are the same forces that have now surrounded the building where the strike is taking place in order to ensure that it proceeds in accordance with all laws. On Wednesday a committee of the strikers held a meeting with the Prefect, during which, among other things, they requested that the journalist and the TV doctor be allowed into the strike hall.
Also on Wednesday, the Minister of Agriculture Hasan Halili, on the Prime Minister’s instructions, held a meeting about the situation and the strikers’ demands. According to Uko Totaj, chairman of the district council, the hunger strikers are asking to be given cash, while the flooded land should be recognized as building land. From this meeting it was proposed that a piece of land in Grabian plus 400 m2 in Rrjosh be made available. As for the other problems, Halili said they would be examined at the next government meeting. Meanwhile, on Wednesday evening Minister Halili had a telephone conversation with the Prefect of Kukës. "I explained the situation to the minister — the Prefect says — and he told me that he would report on this issue to the Government. The important thing is that this problem be closed and that there be a concrete solution."

TIRANE — Albania commemorated 8 December 1990 as one of the earliest events in its history. Precisely in the wake of the wall of life[?] that would later turn into a nationwide hurricane, an official ceremony was held with the participation of the country’s highest authorities.
From today onward, one of the city streets "Stu- denti" will bear the name of the hero of 2 April, Urban Breç. As was done from above, the official ceremony was organized by the Youth Forum[?] of the PD. It was President Berisha himself — one of the protagonists of that movement together with Pa- shkyn, Meksi, Ceka, Zo- gun, Selami, Hajdari, Imami, Ruli, Conxha and many others — who cut the ribbon for the street with the new name. During the ceremony the Mayor of the capital, Sali Kelmendi, also offered greetings. Azem Hajdari — one of the leaders of the student movement of 8 December — and Antrim Krasniqi, chairman of the FR of the PD, delivered the commemorative speech in the name of President Urban Breç, Lika and the participants had at the head the shortened name[?] — besides Berisha’s — Arbën Imami and others.

ELBASAN — An unexpected turning point in the judicial case between the company "Bishgemi" and the financial police of Elbasan. The documents submitted for defense by the financial police have cast doubt on the city customs office. On Thursday the court panel — chaired by Adem Klari — faced with the new facts, sent the case back once again to the Prosecutor’s Office for reopening. Thus, a process that began as a simple lawsuit by an Elbasan merchant against a seizure order is showing a tendency to grow in scope.
At the center of the whole case is the blocking of a quantity of goods worth 40,000 dollars. According to the Financial Police, the goods had entered the country through smuggling. The seizure in October had triggered the merchant’s reaction, and after the initial protests he took the matter to court. The case, brought just a few days ago, was awaited with great curiosity in Elbasan. In Thursday’s session the representative of the Financial Police presented documents to the court about the history of this case. According to these documents, several procedures were carried out at customs in violation of the rules, thereby favoring what the financial police considers the merchant’s "illegal activity". On this occasion, some previously unknown details of the day of the seizure came to light. In the verification carried out by the financial police that day, customs was not dealing with the cordoning off of the customs building by police forces.
In any case, the tension created and the contradictions between the two bodies — which became openly apparent with the new materials submitted in the trial — will now have to be resolved by the new Prosecutor’s Office investigation.

TIRANE — A grass scythe has cost a peasant from Zal-Dardha in Peshkopi 25 years in prison. This was the verdict of the Tirana Court — the prosecutor had requested a life sentence — for the act committed by Fadil Hoxha, who two years earlier had killed his relative Hysen Luçi from Paskuqan during a quarrel over the ownership of a scythe.
The fight, which started as an argument, had turned into a real tragedy. Angered, Hoxha took a police rifle from a policeman and headed toward Luçi’s house. As soon as he saw him in the street, he fired a bullet that hit his face and caused Luçi’s death immediately. Incidentally, a passerby was also caught up in this event. Being a witness to the grim scene, Floka did not manage to dodge the blow and remained. But fortunately the bullet did not hit his head.
Now, after two years, Hoxha has appeared for the first time before justice, which did not hesitate to sentence him for the crime committed.
