TIRANA — Prison has now been added to the first measures for the electricity emergency. It was decided by decree by President Berisha, who on Tuesday chose to take part personally in the “battle” against the darkness. At the end of a meeting with the highest authorities in the country, Berisha decreed: the creation of a central task force to deal with the situation headed by Meksi — including, among others, the Prosecutor General, the Minister of Defence and the Chief of the Army Staff — the use of special funds to import electricity, equipping bakeries with portable generators, and the severe punishment of bread speculators. For those who violate the points of sale, drastic measures: up to one year in prison. As of Tuesday, the police and SHIK are on highest alert. Also on Tuesday, Berisha asked for help from his counterparts Meksi, Demirel and Zhelev.
Crowds of people outside bakeries were again seen on Tuesday in Tirana. Once again, tense moments were not lacking. Prefect Karapici announced last night a new timetable different from the one previously announced on television: “Uninterrupted supply will be guaranteed from 6 p.m. to 7 a.m. During this time the private bakeries and kerosene sales outlets will also be operating. The police in charge will monitor the implementation of this decision.” Meanwhile, in many neighborhoods people in apartments were unable to understand whether the inevitable darkness was due to the announced schedule or to the usual faults in the network.
In Elbasan, local authorities asked for help from law-enforcement bodies to keep supply lines running. Police patrols, starting from yesterday, have been ordered to support the teams of the Electric Company during the crackdown on energy thieves. Here, as of Tuesday, electrical appliances are prohibited from being used in private premises and public spaces, and supplies are scheduled at set times.
The situation is also serious in the larger towns of Myzeqe. Here electricity supply has been guaranteed only for hospitals, government offices, bakeries and police buildings. In other parts of the towns, the sporadic arrival of electricity has been greeted with cheers. At a meeting held on Tuesday in Patos, the directors of KESH branches for Fier and Patos protested the lack of reserves in the buildings of the power plants they had set up, a measure that had been announced in Saturday’s government decision on the state of emergency. In Shkodër and Vlorë there has been no significant improvement. In Vlorë, a sad record: the price of a loaf of bread has reached as much as 200 lekë.

Gas, the savior
TIRANA — A rush of the capital’s population toward gas supply points. Immediately after the government declared the energy state of emergency, and as had previously been announced in the printed texts about this type of heating. In just these few days, more than 600 cylinders — each containing 10 litres — of gas have been sold per day. In the official fuel block in Tirana there have been numerous gatherings where people stood in line to book purchase vouchers.
Now, the local suppliers from “Lira”, who had been expecting supplies from Greece, Bulgaria and Macedonia, have been engaged to increase deliveries. Alarm sounds in the maternity hospital
Salmonella outbreak: 3 newborns dead and 30 infected
TIRANA — The figures for the salmonella epidemic in the Tirana maternity hospital are now clear. According to analyses carried out in the specialized laboratories of the Institute of Hygiene and Epidemiology, 30 newborns and their mothers have tested positive, while as a consequence of the infection the health authorities do not yet consider the salmonella outbreak to be over. In the coming days the laboratory will also clarify the hypotheses about the causes of this salmonella outbreak. According to epidemiologist Nazmi Dibran, no external factors were involved: “The infection was present in the maternity hospital — he tells Gazeta Shqiptare — and the lack of certain hygiene and sanitation conditions favoured its spread.” In fact, the many analyses carried out have confirmed the presence of salmonella not only in the bodies of the newborns but also in the internal areas of the building where the births take place.
The large hypothesis of the presence of the microbe that had already affected, on the same day, the mother transferred to the maternity hospital in another new building has been supported. At present, it seems that, as a precaution, the infected mothers are receiving treatment themselves with antibiotics — initially intended for traumatology — distributed in the maternity hospital. After the specialists, only the doctors are fighting, while it is considered that the premises can be fully disinfected by requesting outside intervention.

Diplomacy in prison: European observers meet Fatos Nano
TEPELENE — Unusual guests were on Tuesday at the high-security prison of Tepelenë, the delegation of the World Inter-Parliamentary Union. The purpose of the visit was to meet with Fatos Nano, leader of the PS, who has been in prison since August of last year.
The delegation led by Jos Meler crossed the prison threshold at 2:00 p.m. Along with him, a representative of Nano’s party accompanied only the official escorts, who were given the prison entry permit signed by the newly appointed Minister of Justice Frashëri.
Only one day earlier Meler had met with representatives of the Social Democratic Party, the Democratic Party and the Socialist Party. A few months earlier Meler’s organization had expressed support for Nano’s release, and a special resolution had even been voted on this matter, which had raised the socialists’ hopes for the fate of their leader. Nano’s case will be discussed again at the Union’s next meeting, which will take place in Madrid.

Students’ revolt: demands are met
TIRANA — It appears the students’ protest at the faculties of “civil engineering, physical education and medicine” is heading toward a solution — mainly concerning better living conditions in the dormitories, with water, electricity and food. After a meeting with government representatives — Deputy Prime Minister Shehi and Education Minister Pëllumbi — on Tuesday at midday, an immediate solution was promised for some of their demands, while a response on other issues is expected today.
“We were promised that the electricity and water will no longer be cut off and that we will receive them regularly,” Lelo Marku, a fifth-year engineering student, told Gazeta Shqiptare — since after the talks with the government there was also a promise regarding bread supplies. Meanwhile, the issue of the 2 lekë scholarship compensation that students are supposed to receive in cash, as well as the promise of a solution to the student housing problem, the deadlines and the conditions it ensures, was postponed to Saturday and then shelved. According to the government representatives’ response, this latter issue will be examined today by parliament.
“But if the protest demands are not implemented rigorously, we will continue the protest by boycotting classes,” declared Xhevahir Dema, one of the students’ representatives.

ELBASAN — He wanted to see whether his neighbors had electricity, but he slipped and died instantly. He was Burhani, 57 years old, a resident of Elbasan — known in the city as a religious and humane man — and his tragic end came when he went to look out. Lushnje, violence at the substation
LUSHNJE — The energy emergency in the country has caused tension, even incidents and victims. In Lushnje, one of the electrical substations was attacked by suspects from the Plastics factory. Under the bridge, a group of armed men entered, threatening the workers with weapons and demanding things by force. According to initial information, it was damaged with a key, in line with the regulations for energy circulation. The line was cut off.
But while in Lushnje this event passed without any incident, in Fier one worker from the electricity company has become a victim. While he had gone to repair a fault noticed in the village of Ndërnenës, in an energy cabin supplying several areas near the city, he was burned as a result of a short circuit. The electrician was taken to hospital immediately, but he is now out of danger.

SHKODER — The number of bodies recovered after the Shkodra lake disaster has reached six.
