The embargo is blocking the lights

Serreqi asks for UN intervention Imported energy must pass through the former Yugoslavia ■ The Foreign Minister writes to the Security Council: «Release our lines for one month through Serbia and Montenegro» ■ In the cities, people are disoriented by supply schedules. In some areas of Tirana there has been no electricity for several days TIRANË — While the electrical "tightening" continues, the government has taken the next international step to escape the darkness that is feeding on the current, in a letter to Serbia for the Security Council in the Glass Palace and the head of the embargo has sent an urgent request on Wednesday. In the Albanian cities, the first positive sign has been set. Now it should seem — at least in Tirana — the outages have been getting shorter, but residents have always been oriented by ever more unclear schedules. [?.] After Berisha's telephone talks with several Balkan counterparts, it fell to Serreqi to alert international centers and organizations to the country's urgent need for electricity, but in order to connect to the Balkan network, the current must in any case pass through the territory of the former Yugoslavia, engulfed by the war and now blocked by UN sanctions. Serreqi has called on UN bodies to ensure that Albania is connected to the blocked imports; at least energy coming from Romania or Bulgaria could thus avoid the alarm that went out a few days ago. At least for one month, two of Albania's three lines in the international network should be linked to those of Serbia and Montenegro, this was the request that the Albanian ambassador to the UN, Pellumb Kulla, submitted to the desk of the head of Albanian diplomacy. In the cities, people have finally seen the first signs of hope: snow began in some areas of the country and bread has increased in the shops. The queue, which [?.] returned for a short time, in the period that had begun to be forgotten. Their problem is the supply of energy. At least in Tirana there has been pr. [?.] that it would fade even more — what is the real schedule for electricity supply. At least in Tirana there have been weeks in recent times with 12 days without lights, while the electricity did not follow, as there have been others — certainly shorter — that have felt satisfied with electricity that has not been cut off for a single moment. The infectious diseases hospital in darkness

Tirana TIRANË — Even the government's decision has not been able to affect the electrical situation at the capital's infectious diseases hospital. For more than two weeks, the wards of this hospital have continued to remain plunged in darkness — the lights come on only for a few hours during the night — and in the cold. All this is becoming extremely hard for the sick who need to be hospitalized in this hospital for weeks on end. The doctors are rather frustrated — in these hospitals the most serious cases from all over the country arrive — and they are unable to provide patients with the necessary care. According to them, "this situation is alarming and intolerable". a.m.

Revenge: a village without lights

The line is awaited LEZHË — Electric power has also become a means of expressing revenge. It happened in Kashnjet, Lezhë, where a villager, in order to take revenge on his fellow villagers, cut the power line. As a result, many houses in an entire village were left with lights, while the others were left without, often because they did not want to pay and their illegal connections damaged the houses, at least the fences and so on. This is all such that it helps to settle the grievance that has taken hold. (L.r.)

Glina water conflict: 70 million dollars at risk

American partner: «The case at the Paris court» Albania could be forced to pay the heavy penalty ANDREA STEFANI TIRANË — The bankruptcy of joint ventures seems to be costing the Albanian economy a great deal. After the 42-million-dollar penalty in the "Frashëri" case, it is another foreign investor — the American partner in the joint venture "AA Glina" — who has threatened to take the Albanian case before the Paris Court and penalize it with 50-70 million dollars. Eight months ago, the joint decision forced this enterprise to suspend its activity and go bankrupt. The joint venture "AA Glina" was created in 1991 as a joint enterprise between the Gjirokastër Food Enterprise on the one hand, and the foreign party, the American citizen Nam Fetçi, on the other. The lack of income and the conflict with the license under the law "On Commercial Companies" imposed the creation. [?.] Today it did not formalize "Megaflora" or "Simon". In the execution of the contracts, two laws overlap, one on commercial companies and the other on the registration of economic activity. Paradoxically, these laws, instead of consolidating the joint ventures — created before these laws were approved — seem to have accelerated their crisis and weakening. "AA Glina" was created in 1991 as a joint venture between the Gjirokastër Food Enterprise on the one hand, and the foreign party, the American citizen Nam Feçi, on the other. The lack of income and the conflict under the law "On Commercial Companies" imposed the creation. [?.] with it by decision of the Council of Ministers to which the annexation and the company statute contract belong. The approval at the end of 1992 of the law "On Commercial Companies" and later of "On Commercial Registration" brought other bureaucratic problems for joint ventures. Within a six-month period — it may be added [?.] with the event — they had to legitimize and implement registration in a form of commercial companies, fundamentally changing the contract and statute on which they had been created. Otherwise — the law added — the enterprise that comes out registered. Although many months have passed, it turns out that "AA Glin- [?.]" has not carried out the registration in court. The American partner — who claims to have invested over 1 million dollars in the form of machinery and equipment — accuses, in a broadcast on Albanian TV, the Ministry of Agriculture of bureaucratic and deliberate obstacles that have prevented the registration of the enterprise as a commercial company. But on the other hand the country responds with blocked accusations from the courts and the truth. While light is shed on the bureaucratic labyrinths, the case risks going before the Paris Court, after whose decision the government could also be fined up to 70 million dollars.

Meksi in Parliament: only a few minutes for dozens of questions

Debate on the new government TIRANË — A few minutes to answer dozens of opposition MPs. That was more or less the scene of Wednesday morning's parliamentary session, a session that aimed to discuss and approve the president's decree on the recent dismissals and appointments in Meksi's cabinet. Ministers were portrayed as incompetent or corrupt, without anyone mentioning the reason for their transfer; was Parliament punished even after the referendum on the Constitution? This was the subject of questions from several opposition parties. Meksi answered these questions briefly, without mentioning in any way the obvious conflict behind the changes in his cabinet. According to him, the changes were made to adapt the government structure as well as possible to the country's needs.

EC unblocks vegetables

Export ban lifted The last anti-cholera measure falls TIRANË — Brussels is lifting the embargo on the export of Albanian agricultural products too. A Tuesday evening decision by the Veterinary Commission has assessed the measures taken in the European Community at the end of September — which blocked the trade of these products in the markets of the twelve countries because of cholera. Starting from 15 January, Albanian agricultural products will be able to resume here the health standards of the sixty-year in the market of the Friendship of the European Free Union. According to Albanian officials in Brussels, the specialist on EC matters in Tirana — this decision still conditions compliance with the standards that the Albanian authorities have adopted regarding health and sanitary controls of goods to be exported. The unblocking of Albanian vegetable exports is a success for the economic government that frees Albania and pushes it to encourage a month earlier because of yesterday's outbreak of cholera. Ar. Me.

Four students victims of banditry

— The situation with bandit attacks. In two days, more than seven university students have been admitted to this city's hospital. Three students have been victims of various acts of violence that occurred on Monday and Tuesday in Gjirokastër. Thus, Sh. Keça, on Monday evening, was suddenly attacked by several people who, taking advantage of the complete darkness, struck him with an iron crowbar. Only the quick help of his friends saved him from the clutches of death. The cause of this serious event is thought to have been a quarrel with some young people from this city. On Tuesday morning two more students were attacked — one near home and the other while going home — while another young man was found in the Vlora neighborhood. In Devriçan, a group of boys beat up a student who had come for treatment at this hospital from Shkodër, causing two and very serious eye injuries. (tr. ko.)

«Execute the miracle mule»

KURSIV REALITY LIBRAZHD — A death sentence has been demanded for the "miracle mule" that not long ago had managed to make its way through mountains and forests, accomplishing the birth of a fly. On Tuesday, after giving birth in its own village, it attracted a great many villagers who described it as “a miracle of a small fortune”. Some are the same people who have put it in a good position, while the owner of the two horses is said to have demanded that it be executed. The astonishing news about the accomplished birth set things in motion and the villagers spread it quickly through the newspapers. The apparent fortune was announced as a sensation and the local authorities are discussing a case in which, in general, it seems it does not mix well with others. The villagers are asking that the “miracle mule” be shot — we shoot it with weapons and with it — because it keeps them blind and completely [?.]. They have also asked that the veterinarian be called and that a trial be held at the mill, that source. Jakup's for the area. And the bees, spiders after the unusual event in the village — just like in old tales — have changed value after Jakup's days. Some marriages have unexpectedly broken apart and several engagements have failed. For the villagers, the star is the blind miracle that accomplished the unchangeable act, therefore, they have demanded its death sentence. It seems as if nature and science have formed an alliance with the mystery to punish disrespect for the iron laws that have been set. The case concerns the owner of the mule, who will be decided, the village chief will be judged fairly. From evening until today there has been pressure and pain for the fellow villagers who exist or existed. Specialists in the rare birth keep their hand on it. Amid the ballad of this report stands the mule legend that cannot be explained. Me KL

Christmas with plastic fir trees

Cutting the festive tree is banned Decision of the Committee for the Environment and the Directorate of Forests TIRANË — Another Christmas and New Year without fir trees. The traditional tree of these holidays will not be present in the homes of Albanians, who will thus have to be satisfied only with its plastic “voice”. The General Directorate of Forests, together with the Committee for Environmental Protection, has decided to ban the cutting of pine and oak forests and large trees. This is the second time these institutions have taken this decision. Although this year no damage to fir forests has been observed — Lirim Selfo, chairman of the Committee for Environmental Protection, explains to Gazeta Shqiptare — we still deemed it appropriate not to allow massive cuttings. Moreover, this time the list of trees has been expanded and high forests have not been left untouched for cutting. For the two special trees, strict measures are planned in all cases of illegal cutting, up to heavy fines and even criminal prosecution for anyone who violates it. Ar. Me.

Three months without watching TVSH

Not only the Zagorians, the inhabitants of the deepest and most mountainous region of Gjirokastër, are complaining. They have gone three months without being able to watch Albanian television, because the repeater for this channel has broken down. Despite their repeated requests to Radio Gjirokastra, the fault — according to them — still has not been fixed, and has been prolonged for too long.
