Fears over the destruction of the country's wildlife by uncontrolled and criterionless hunting — especially after the arrival in the country of numerous groups of foreign hunters — had forced then-Minister of Agriculture Petrit Kalakula to declare hunting banned for a period of eight months, an act that was accompanied by fierce controversy. Most strongly, and first to object, were around 10,000 hunters organized in their association. They described the move by the agriculture ministry as unconstitutional and unjustified; they even sent a petition to President Berisha. The ministry's protest order also found few supporters at the General Forestry Directorate. According to its specialists, the suspension of the activity would have been accompanied by economic losses estimated at hundreds of thousands of US dollars. But it seems that many environmentalists — mainly foreign ones — concerned about the intensive methods of animal extermination used by hunting tourists, as well as the many confiscations of banned animals at Albanian customs during arrivals from abroad, tipped the balance in favor of protection. Now, after one year of interruption — in any case not complete, although during this period many cases of illegal hunting have been recorded — more than 13,000 local hunters and many others arriving as tourists will resume practicing their passion. And it seems that the current Minister of Agriculture, Halili, does not fear their passion, which if uncontrolled can truly become destructive for wildlife. The order that grants freedom to hunting and bears his signature aims — according to specialists — to place this activity on scientific techno-biological foundations. For its disciplined development, the order defines the zones — Durrës, Vlorë, Divjakë and Fier — as well as the species — ducks, geese, pheasants, partridges, wolves, foxes, wild boar, hares and wild quail — that will be hunted. The order also sets the days, quotas, hours and hunting fees, which are different for locals and foreigners. (r.o.)
