TIRANË — Starting from 1 September, hunting in Albania will no longer be banned. And it is once again a Ministry of Agriculture order that is issuing such a directive, after last September it had outlawed hunting for a period of one year — hunting, which has its roots in the traditions of civility, sport and tourist hunting, declaring the period September 1994 to March 1995 as its season.
Fears that the country's fauna would be wiped out by unrestrained and uncontrolled hunting — especially after the arrival in the country of numerous groups of foreign hunters — had forced the then Minister of Agriculture Petrit Kallau to declare hunting banned for an eight-month period, an act that was accompanied by bitter controversy. The strongest and first to oppose were the about 10,000 hunters organized in their association. They described the measure taken by the agriculture ministry as unconstitutional and unjustified and even sent a petition to President Berisha. The Ministry's protectionist order also found little support in the General Directorate of Forests. According to its specialists, the ban on hunting activity would have been accompanied by economic losses estimated at hundreds of thousands of US dollars.
But it seems that the many complaints made by ecologists — mainly foreign ones — about the intensive methods of animal extermination used by hunting tourists, as well as information about many seizures of prohibited animals at Italian customs from hunters arriving from Albania, had tipped the balance in favor of protectionism.
Now, after one year of interruption — hunting was not completely absent during this period and many cases of illegal hunting were verified — more than 13,000 local hunters and many others arriving as tourists will resume practicing their passion. It seems that the current Minister of Agriculture Sali Helli does not fear their passion, which if uncontrolled could indeed become destructive for the fauna. The order that gives hunting freedom and bears his signature aims — according to specialists — to place this activity on scientific, technical and biological foundations. For its disciplined development, the order defines the areas — Durrës, Vlorë, Divjakë and Fier — as well as the species — ducks, geese, pheasant, baza, wolf, fox, wild boar, rabbit and wild goat — that may be hunted. The order also defines the days, daily quota and hunting fees, which are different for locals and foreigners. (p. re.)
The prosecution begins investigations into 18 accused people
TIRANË — The General Prosecutor's Office has begun criminal proceedings against 18 of the former hunger strikers. These people — 4 in Tiranë, 7 in Vlorë and 7 in Shkodër — are accused of having obstructed the police authorities in the enforcement of a court decision.
And it is precisely the latter who have reported it. According to statements by the Ministry of Public Order, its forces came under fire from weapons used by terrorist elements while they were trying to enforce the court decision to end the hunger strike being carried out by former political persecuted persons. In the city of Vlorë — again according to the Ministry of Public Order — shots were fired from the terrace of a café, while in Shkodër the bursts of gunfire came from the second floor of the building where the strikers had barricaded themselves.
Thus, with the paid hunger strike — which in fact became the most shocking event in the country for several days — elements of an armed conflict were also intertwined. And alongside the directive issued by the ambassador [?] for the end of the "resistance", the police forces carried out identification and arrests of suspicious persons, some of whom are claimed to be elements of the former Albanian secret police.

KAVAJË — A minor incident nearly cost B. S., a 26-year-old woman from the village of Shkose in Luz i Madh, Kavajë, her life. The young villager, mother of 3 children, was walking calmly through the village roads, accompanying the cow she was taking to pasture. But — it is still not known what the cause was, a snakebite or a fly bite — and the "ungrateful" cow suddenly turned violent. A dash that was accompanied by the terror of the peasant woman, who had tied the rope that held the cow to her arm. For more than 50 metres she was dragged along the village roads full of dust and stones.
It is not known how long this bloody dash by the cow would have continued if an elderly man had not intervened; after seeing the whole event, he raised the alarm. The villagers who were there immediately rushed in and managed to stop the cow's rampage, coming to the woman's aid. The 26-year-old villager was very shaken and only the quick intervention of some of those present made it possible to open her tightly clenched mouth and give her tobacco that had gotten inside. From there she was taken urgently to the city hospital in Durrës, where she was admitted to intensive care. Her condition is serious and until yesterday she was still in a coma.

Ten years in prison for the policeman who killed a colleague

BERAT — The tragic man who died some time ago will have to spend ten years in prison. This was decided by the District Court of Berat after examining the case of the former unfortunate policeman Hekuran Hata, accused of the negligent killing of his colleague Beqo Hoxha, father of two children.
The incident had taken place in the village of Drenovicë during a routine operation. At that time, two police officers, friends and colleagues, had fired into the air and a bullet ricocheted, injuring one of them. Shaken by the noise of the weapon but even more by the panic and the blood, the two decided to hand their pistols to their colleague Hata. It was precisely at that moment that the tragedy occurred. One of the pistols was accidentally fired, leaving one of the policemen dead. A carelessness that cost the convicted policeman dearly.

BERLIN — A complete mystery surrounds the discovery at Munich airport, aboard a plane coming from Moscow, of a large quantity of plutonium 239, a substance used for military purposes. While the German diplomatic investigation is proceeding rapidly, the German government [?].
After Helmut Kohl's cancer had announced the dispatch of a mission to Russia, the Minister for the Chancellery, Bernd Schmidbauer, who is also responsible for the secret services, has announced that he will soon go to Moscow. So far the Bavarian investigators of the "Landeskriminalamt" (LKA) have announced that the operation took place on Wednesday, that 0.300 grams of radioactive material enriched with 239 properties [?] were seized, and that several people were arrested during the operation and that, for the first time, several unconfirmed atomic couriers were caught.
To divert attention from the further course of the investigation, the latter have not disclosed the origin of the material. In the expectation of finding a real laboratory, public opinion naturally feels the concern and poses the question of where these materials come from, what they are used for and by whom.
In the circles of the Security Services there are similar decisions by directorates, especially from the former USSR, which is in a full crisis. The conditions and the Ukrainians, they repeatedly say that their atomic plants are under control, but in reality this is not the case and the state of alarm in the old state has weighed heavily on control. The downsized and unemployed army has driven enormous dimensions, growing uncontrollably in the sectors of the apparatus, which, as it were, holds atomic material, in order to increase as much as possible the future life and guarantee the living conditions of that time, when Russia was a nuclear power and naturally the scientists working in these sectors belonged to the wealthiest layers of society.
Such smuggling could be feasible, given also the very large services of the former Security states that make up the mechanisms, all the more so if one thinks about what this nuclear material could be used for.
In recent years, under the Bavarian Interior Minister Guenter Beckstein, a total of 123 seizures of atomic material have been carried out on German territory. To explain this ominous presence near Russia, which so greatly helps the "atomic criminals" to complete as quickly as possible the delivery of the much-sought materials while avoiding the noisy market.
Tiranë cleanup: agreement signed

TIRANË — Positive signs for cleaning up the capital, one of the most troubling problems for the Municipality and the citizens of Tiranë. An agreement has finally been signed with a foreign company according to which the latter will take over cleaning the city, now drowning, in half of its area. The contract between this company and the Municipality was signed by the Mayor himself, Sali Këlmendi.
The company that will clean the capital is "Nuova Ecologia", Italian and with recognized activity in many other capitals of the world, among them Bangkok and Buenos Aires. As a guarantee for the start of the works it will deposit a sum of 90,000 dollars in the bank. The works will begin — according to the contract — on 1 December of this year.
The problem of cleaning Tiranë's streets and public areas has become a more troubling problem in recent years. Economic and financial problems linked to the end of the transition, but also social and urban ones, such as the very rapid growth of the population and construction throughout the city's outskirts, turned this chaos into an unmanageable problem that the Municipality's undertaking appears set to eliminate.

SHKODER, THE LUIGJ GURAKUQI SQUARE IS BEING PAVED — Finally, after preserving the marks of clashes with the Police, the central square of Shkodër — today Luigj Gurakuqi Square — has begun to be paved by the city municipality.
