Blood on the Albanian border

Is Alia also behind the 1990 massacres? TENSION Serious incidents in Kukës and Tropojë: two Albanians are killed and wounded by Serbian guards. Meanwhile, the Tirana Prosecutor’s Office is broadening its investigation into the killings under the dictatorship and orders two arrests KUKËS — Blood again on the Albanian border. Just two days after the start of 1994, within a few hours Serbian border guards kill and wound two Albanian citizens. According to the report by Rama Mjështa, 25, he was found dead with 5 automatic-rifle bullets in his back, only five meters inside Yugoslav territory, while he had been grazing livestock. Meanwhile in Tropojë, 20-year-old Hamid Sallaku was seriously wounded — this time on Albanian soil — while also grazing livestock. The second incident also occurred on 4 January, but in the border mountains of Saranda, when the fisherman Ladi Këndez, with his motorboat, narrowly escaped after being chased — and fired upon — by a Greek vessel, which had given orders two miles from the Albanian coast. According to the Albanian Ministry of Public Order, vigilant patrols on the Albanian-Yugoslav border, observed since the beginning of 1993, have recorded 21 shootings. For the latest incident, the Albanian Ministry of Foreign Affairs also reacted strongly. “Such criminal acts are part of the strategy of tension and war pursued by Milosheviçi — the Foreign Ministry statement emphasizes — and the situation leads to unacceptable consequences in the region.” For the incident of 3 January, in which Mjështa lost his life, the bilateral commission for examining border incidents was immediately convened. Meanwhile — the latest document concerning Tropojë further states — Serbian border guards ambushed the Albanian citizen. At the scene, 9 heavy automatic-rifle cartridges were also found. Hamid Sallaku, seriously wounded, is now continuing treatment at the hospital in Tropojë. The latest incidents are classified among the Albanian border cases for 1994. In addition to the border with Serbia and Montenegro, attention has also been directed to the borders with Macedonia and Greece. On 17 December, on this day of the year, there had only been these border attacks. On 3 January at Kapshticë, 190 refugees were returned within 24 hours; when returning from Kapshticë, another 30 were also turned back. TIRANË — While the Albanian border is still bleeding from the criminal actions of the Serbian border guards, the Tirana Prosecutor’s Office has just ordered the arrest of two former chiefs of the Internal Affairs branches. This time the reason is serious: the border has been bloodied by Albanians torn apart by other Albanians. The year 1990 paid in blood, and Hardëri and Besim Velaj — former senior officials in Saranda and Pogradec during 1988-1990 — have been sent to Tirana Prison, accused of being responsible for the fatal drowning at the border of Albanians seeking to flee the dictatorship. According to official information, in those periods and by official means of communication, more than 80-100 people are believed to have been killed on all Albanian borders, and even more. The latest arrests by the Tirana Prosecutor’s Office are carried out as part of the criminal case against the top leadership of the party and the state. “The trail of those responsible for these killings leads to the highest leaders of the former State Security and former President Alia,” say the first reports from radio and TV immediately after the arrests of Hardëri and Velaj. “In violation of the duty to uphold order, they accepted and implemented through their activity the murderous and unlawful practice of the former Ministers of Internal Affairs — the Tirana Prosecutor’s Office adds to the charges against them — in connection with the rules governing border protection and the border regime.” According to the information made public, the two defendants also carried out specific arbitrary acts, which undermined public order and resulted in the deaths and drownings of persons killed at the border, in visible populated places. The first trial concerning border killings is the one held in Shkodër on 27 October last year. Ngjeli Tomor, former commander of the Samrisht border post in Shkodër, was sentenced to 10 years in prison after being found responsible for 6 victims killed within just 8 months of 1990. Postcard in prison: Berisha sends greetings to Nano

Meanwhile, on this festive day as well, Fatos Nano — just like all the other deputies — was given the year-end bonus. “It is a bonus of 2,800 lekë — says Mrs. Nano — but that is only for the period when Fatos worked in Parliament, because after his arrest his salary was stopped.” The investigation into the “aid scandal,” in which Socialist leader Fatos Nano is also implicated as a defendant, is still ongoing. Along with him, and in connection with the missing Italian aid, three other former officials have also been charged: Sokrat Plaka, Robert Gjini and Hasan Aliko. On 26 October 1993, the Tirana Court sent the file on the “aid scandal” back for further investigation, after only a few days earlier that Court had considered the arrest measure against Nano “legally justified.” In order to shed more light on this scandal, at the beginning of November, the Prosecutor of Tirana and the Head of the Investigative Group for the “Italian aid case” also traveled to Rome. It was a visit by the units, soon followed by the Italian Prosecutor Veli Canale, who then, for the same scandal, but concerning suspected Italian responsibility in this story, believed that around 10 billion in aid had disappeared. Rogner Hotel blocked, dispute continues

Compensation for the owners: “No thanks” TIRANË — Just over two months have passed since the Austrian company “Rogner” suspended the start of work on the construction of a hotel-commercial complex in the center of the Albanian capital. Since then, almost no work has been carried out on the construction site, and this investment of around 20.5 million dollars — of which 12 million belong to the EBRD — remains suspended. A few holes have been filled, some brush burned, a few olive trees, and the land itself. The reason for this poor balance is the firm opposition of the former owners of the land leased for 99 years to the Austrian company. They are demanding the return of their inherited land and have so far not accepted the compensation, also in land, offered by the Tirana municipality. “Since May of this year — they told Gazeta Shqiptare at the Ministry of Tourism — there has been a decision by the Municipality to compensate this by five claimant families, a decision that continues to be opposed by them. We have urged them — they continue — and we have to comply with the laws in force.” But this is exactly what the former owners do not accept. They have taken their case as far as the Tirana Court and the State Control Commission, because of the contradiction between the laws that grant them the right to receive vacant land and a government decree that denies it. More recently, the owners have also raised another claim. In the change to the project, the position of the hotel building has been shifted somewhat. Its construction will not affect the land of the five families, who see in this fact one more reason for taking it back. Meanwhile, the land leased to the company “Rogner” is almost twice as large as what is needed for the construction of the hotel-commercial complex itself. Thus this conflict continues, increasingly calling into question the determination behind one of the most important investment ventures in tourism, which began with such fanfare but today remains suspended over the promised land. When the champion confuses his rivals

TIRANË — The reflex to always be first even in a car — ended up as a bad joke for former Albanian cycling champion A.H. “When he once was so many times the first to cross, he has stuck his nose into some races in the cells of Tirana Prison. The misunderstanding lasted only a few days, because the Tirana Prosecutor’s Office dismissed the opening of criminal proceedings against him. Former champion A.H. had been stopped by police at 11 o’clock on 5 January, shortly after the road block — he had “overtaken” the operation “Saliu in a car,” committing the unpunished offense in society. “Not just a fine anymore because that is an administrative violation,” explained the Tirana Prosecutor’s Office. According to them, the misunderstanding occurred while A.H., “coming down from the Babrut bridge, saw the speeding car being overtaken by the right-hand side...”. The motive was painful: the car in which the official was travelling (whose name was not allowed to become known) was not accompanied by other escort vehicles.
