The private sector can “overtake” the State, employing 601,000 people in three years

13% of the active population is abroad TIRANE — Over the last three years Albania has seen major changes in the structure of the active population — the category of people who are in work does not come close to the former total — which numbers around 1 million 335 thousand people. The statistical data truly show a reversal in the balance between people employed in the state sector and those working in private activity. The private sector is now expanding more and more, becoming increasingly dominant, while the once all-powerful state sector is continually shrinking. Statistical trends from 1991 to October 1993 show a reduction in the number of people employed in the state sector, from 850,000 to 454,000, or about 396,000 fewer people. At the same time, the number of people employed in private activity has risen from 40,000 to 101,000. But these are only the figures for urban employment. If about 500,000 individuals employed in the non-state sector in the countryside were also included in this calculation, the consequences of the “revolution” of privatization in employment would become even more evident. Of these 151,000 people who escaped unemployment, 39,000 were “snatched up” by private activity in the city. The rest — for which the statistics still provide no explanation — apparently must have joined the private rural sector and emigration. Nevertheless, the indicative unemployment figure of 243,000 unemployed, representing about 16 percent of the active population, is not a small number, enough to “shake” from within like a small number in the future. Concentrated in the major industrial centers and perhaps elsewhere, it could be reduced even further only if products with these features emerge in the near future. Scandal of aid: a judge suspended

In Italy TIRANE — He is involved in the aid scandal in Albania, and now the High Council of the Judiciary in Rome has decided to dismiss him and cut off his salary. The judge, Claudio Vitale, former Italian Minister for Foreign Trade, is accused by prosecutor Evelina Canale of abuse of office in the inquiry concerning the supply of tens of billions in humanitarian aid offered to Albania up to 1991. The same investigation also involves many other officials of the Italian Ministry of Foreign Affairs. Former minister Gianni De Michelis and officials of the company Levat Co. Giuseppe Paniola. The investigation, according to some reports circulating in the Palace of Justice in Rome, may be concluded within a few months, and perhaps in June the date of the trial will be set. Meanwhile, the Italian court is also investigating the organization “Progetto SUD” to verify whether it has any responsibility in the international cooperation scandal. “Progetto SUD” carried out projects in various countries for a total amount reaching 70 billion, including Albania. Once again it involves a foreign investor who, after several months of activity, has still not paid the financial obligations owed to an Albanian-Austrian joint company. This time the issue concerns nearly 300,000 dollars that ICPI Airlines (International Islamic Charity Project) — the company operating flights on the Tirana-Istanbul route — owes to Albanian Airlines. For this reason, Albanian Airlines — owner of the aircraft — has blocked further flights on this route. Meanwhile another concern remains: the fear of some sort of fraud. At present, the Turkish representatives have left Albania. ICPI Airlines, a branch of the company ICR Inc, based in America and carrying out activity in almost various countries around the world, began arriving in Albania in early 1993, when it was also registered at the district court in the field of civil aviation. Immediately afterward it came into contact with Albanian Airlines — the Albanian-Austrian joint aviation company — from which it leased an aircraft to operate on the Tirana-Istanbul flight route. Everything initially went very well. ICPI signed the contract — at least — and made a sum as a down payment. Last February, it began its first flights. But problems began along with them. The Turkish side was not making payments. From time to time Albanian Airlines had lodged complaints with the Turkish representatives about the lack of correctness in payments and obligations. ICRI [?], for its part, rather than giving concrete answers — according to the administrative management of Albanian Airlines — dragged the problem out, claiming that it would settle its obligations later. After many discussions, Albanian Airlines had concluded that the best course of action would be to block the aircraft. Therefore, in order to seek a solution, it also turned to the Albanian judicial authorities. Meanwhile, it still allowed its planes to continue flying. “We ourselves have shown a great deal of tolerance,” Albanian Airlines managers explain to Gazeta Shqiptare — “they had more trust than they should have had.” Thus, even though the Turks had not paid the first amount of nearly 159,000 dollars, cooperation continued. The story dragged on, postponed from month to month, without any concrete solution being found. The Turks kept not paying. In this situation, Albanian Airlines finally decided to block the aircraft belonging to it. Thus, on 15 January 1994, the airport prefect of Rinas was ordered to stop the Turkish aircraft. “The problem is delicate and very troubling,” declare Albanian Airlines managers — “we are talking about two large sums, from which the Turkish side has still not made payment.” But what worries them most is the fear of another possible fraud. At present none of them is here concretely. The Turks continue not to pay. In this situation, Albanian Airlines finally decides to block the aircraft belonging to it. The Palace of Culture, now under State Control

The union accuses and demands a new contract TIRANE — The odyssey of the Palace of Culture in TIRANE continues. A television report, broadcast a few evenings ago, which had involved a union of this institution, prompted the State Control Commission to begin an investigation. Meanwhile, the Bari-based company “D'Invest SPA”, which had in the past accepted the restructuring of the Palace of Culture, has not started the work. The odyssey does not end there: the institution’s 62 employees, through their union, strongly accuse the Palace’s management and are even demanding another contract with the Italian company, so that full pay is protected during the period of the works. “We had drawn up a very interesting project for this institution,” officials at the Ministry of Culture tell Gazeta Shqiptare, “but if after a year the works still have not started, we will be forced to authorize the termination of the contract with the Italian company, if it does not begin restructuring urgently.” But while this restructuring still has not begun, the union is preparing to defend wages. “When the collective labor contract was drawn up,” Adrian Pema, the union president, tells Gazeta Shqiptare, “we were not consulted at all; in fact, since then, we still have not seen it.” The union has now brought in its own lawyer, with full pay during the restructuring as its main demand. As for the management of the Palace of Culture, this union has made very serious accusations. These are accusations concerning 22 million lek given to a construction firm that was supposed to carry out the work on the upper floors, nearly 11 million lek in telephone bills, a quantity of 25 tons of water that entered privately and without customs clearance into their institution, and also calculations for the year-long period when the three main bars were out of operation. “We completed our work in two days,” explain the representatives of the State Control Commission, “and on Monday we will also show the union the results of this inspection.” Ed.
