The Bank will sell Treasury Bills
How it will work
TIRANA — The main Treasury Bills that will be quoted, no less than once a month, at the Bank of Albania are:
The sale will be made at a discount on their nominal value, which means that the income earned by the purchaser of the Treasury Bills is the difference between the price paid at purchase (after the auction is concluded) and their nominal value (which is returned at maturity). The percentage of this discount constitutes the interest at which the purchaser takes part in the auction. Auction participants are given the right to submit their requests in two forms: competitive and non-competitive. A request is called competitive when the investor (buyer) seeks to purchase a certain quantity of Treasury Bills at an interest percentage set by him. A request is called non-competitive when the investor asks only for the quantity of Bills he wants to buy, while the acceptable interest rate for them will be the weighted average interest rate of the successful competitive bids.
The determination of successful purchases will be made by the Ministry of Finance by judging the acceptable limit interest after ranking the requests along this line in the auction:
- non-competitive requests (the ratio of non-competitive requests to the total issue of Treasury Bills is predetermined in the official notice of the Bank of Albania).
- competitive requests, from the one with the lowest interest rate to the one with the highest. The interest limit in this ranking is determined where the total amount of the issue offered by the Ministry of Finance is filled.
The issuance of Treasury Bills will be made only in the form of a "book-entry certificate", which means that the buyer will receive from the Bank of Albania a certificate of ownership as proof of the quantity and term of the securities he has bought through the auction.
Account transfers for financial institutions and foreign individuals will be made within two working days after the auction is carried out; this will also be considered the issue date of the Treasury Bills.
Repayment of government securities as well as the interest on them is carried out by the Ministry of Finance through the Bank of Albania at maturity. Treasury Bills will be partly tradable. Only the Bank of Albania will have the right to rediscount, buy and sell short-term securities according to the quotations set by it.
Reinvestment in Treasury Bills will be made by their holders only after a new request for purchase has been submitted by them and the securities are issued on the same maturity date of the securities held. In this case, they must be matched with the securities that mature, i.e. with a deposit for this purpose.
TIRANA — Financial revolution in Albania. In implementation of a Government decision on the issuance of Treasury Bills, the Bank of Albania will soon organize auctions for their sale. The creation of the market for government securities (Treasury Bills) is the first step toward creating a capital market and a stock exchange.
Treasury Bills are government securities, issued with the purpose of effectively mobilizing temporarily free monetary resources to cover budget-deficit gaps.
Initially, only Treasury Bills with a maturity of 90 days (13 weeks) will be issued. In the name of the Ministry of Finance, the Bank of Albania will purchase at official auctions the corresponding issue, not necessarily earmarked, while the main market will be such that, as the total amount of the Ministry of Finance is issued, the nominal value of the minimum participation, the deadline for accepting requests by the Bank of Albania, etc.
The necessary forms that must be completed for auction participation by competitive buyers and which are provided in the form "Request to Buy Treasury Bills" will be obtained at the Bank of Albania, in the Department of Monetary Control and Statistics.
At this Department, interested parties can also obtain in advance explanatory "Instructions" on the main elements of the Treasury Bill purchase procedure.
The following may take part in the Treasury Bill sales auctions: banks, the Insurance Institute, firms, private companies and individuals. Non-bank participants in the auction must open a blocked deposit account at a commercial bank in an amount sufficient to cover their purchase request in the next auction. Requests without covered funds will not be accepted.

FIER — The alternative penalty is being applied more and more often instead of the death penalty. This time it is the Fier Court that has preferred a life sentence for a 23-year-old, against whom the proven charge of intentional murder now stands. This adds yet another case in Albania in which the courts — after the partial change to the Penal Code — choose the alternative punishment to penalize killers, making the capital punishment that had "killed" in Albania for years almost impossible to apply.
The life sentence was handed down to Besnik Shahaj, who was proven during the trial to have caused the death — by stabbing him with a knife — of 34-year-old Viktor Berdila exactly one year earlier. But it was not simply among acquaintances, because other members of the victim’s family and of the defendant’s family were also involved in the incident at the time. Thus Besnik’s brother, Astrit Shahaj — after being found guilty as well — was sentenced to 25 years in prison, while the victim’s brother was acquitted. As confirmed to Gazeta Shqiptare by lawyer Mentor Rexha, "the tragedy occurred because of the two families’ claims over the division of land under the law". (e. m)

TIRANA — The high summer temperatures, besides the intense heat, also create other problems. The concern this time comes from health authorities, which warn about the risk of poisoning from seasonal foods. In recent days, cases of intoxication as the most common form of food-related problems have increased in Tirana hospitals and ambulance centers.
"The most problematic thing in this period is cooked meat," explains the specialist. "Many people, after cooking it, store it improperly instead of consuming it immediately. Even if it is kept in the refrigerator, it still provides a favorable environment for microbes to develop." This worrying situation is also favored by the current way chicken meat is sold. In most cases it is sold in open spaces where there is a lack of cooling equipment, and as a result the meat is thawed and frozen several times. But the problem concerns in fact all animal products, which are actually found in all conditions. Meanwhile, traders do not show the proper care and often these foods are sold even after their expiration date has passed or when they are spoiled. Cases are not rare in which inspections carried out by specialized bodies have verified that some food products are unfit for human consumption. Only a short time ago, in the capital, the veterinary service in Banka carried out several burying operations for tens of quintals of food products.
In these cases, poisoning causes — under the advice of health specialists — shoulder pain, abdominal pain, vomiting and diarrhea, fever, and increased blood pressure. If treatment is not given immediately, doctors explain, it can end in death. Therefore, it is advisable during this hot period to consume mainly plant-based foods and, if animal-origin foods are used, to make sure they have been checked by veterinary doctors and are consumed within the day, and not left for a long time in the refrigerator.

TIRANA — Cases of people affected by hemorrhagic fever are increasing. The first signals of infected people appeared two weeks ago from Kukës — 7 people were affected — and now 5 more have been added. Although the spread of this dangerous disease in this area is worrying, "encouraging is the fact that their condition is normal for now and there have been no victims," explains to Gazeta Shqiptare Akile Kero, specialist and member of the team sent to this area by the Ministry of Health.
The last person with hemorrhagic fever in Kukës — bringing the total number of those affected to 12 — was hospitalized at the city hospital on 21 June. According to Kero, the signs shown by the patients, a temperature, ages from 13 to 29, and nosebleeds — point to the Congo-Crimean virus type. Now it is suspected that the disease has spread through ticks, parasites that circulate among livestock and domestic animals in the region. Even the patients themselves report cases in which they touched ticks while trying to remove them from the bodies of livestock.
While the situation in Kukës appears to have normalized, the doctor above says, suspicion has arisen of a hidden focus. The situation in Dibër is still unknown. In recent days, a 50-year-old woman from that area showed signs of the risk of hemorrhagic disease.

TIRANA — The Orthodox Church is protesting that its property has not been returned. In a statement by the Church of Pascha? of the General Assembly of the Clergy, the voice of this church approved in a meeting held in the capital, alongside other issues, one of the most delicate current problems between the state and religious communities is also addressed: the return of property. Orthodox clerics cite as an example one of the monasteries in the south — of Vardari? and Saint Vasili? "Although it has been legally returned to us, it is still being held occupied for economic purposes," the statement says.
Included in the refrain of the "hearths", the list of unreturned monasteries continues with that of Saint Vladimir in Elbasan, Apollonia, Kodra and Zvërnec. Alongside them, the return is also requested of churches and other objects housed in state buildings and in sector? banks, the accounts of 1967, and the property of plots of land and olive groves. "It seems that the question of land ownership still does not recognize the Orthodox Church. If they are asking for 'icons' and saints, all the archives," many of these objects — which are claimed by the church — are kept in Albanian cultural and historical institutions for conservation and exhibition purposes, being treated as part of the cultural heritage of Albanians."
