The boom in the air market: over 40 million dollars a year

Only during 1993, activities related to aviation are estimated to have generated over 40 million dollars a year. Without these agreements, a foreign company cannot be granted the right to operate in the country, nor can flights operate in their countries. On the other hand, the Ministry of Transport — through the Civil Aviation Directorate — carries out the technical review of the agreements and is responsible for their technical implementation. It must be emphasized that the air market is a national asset and is administered in a controlled way by the state." "In what way is income from this market generated and how much is it in Albania? "The air market of every state is divided up. First there are transit overflights. In this regard, Albania is considered the gateway for entering and leaving the airspace of the Adriatic, and the opportunities to generate income are great. So, if we analyze a maximum figure achieved in this type of good policy — 50 flights x 100 dollars — that comes to 1,825,000 dollars. Then there are airport services — the services performed for aircraft during landing, takeoff and while staying at the airport — which amount to 600,000-1,000 dollars. Calculations show that around 2 million dollars a year are generated. More income comes from passenger traffic. During 1993 there were 130 thousand people traveling by plane, so if the average ticket price is taken as 300 dollars, the figure earned is 39 million dollars. An extra source is the sales made during regular flight periods." And how does the state benefit from this market? "Foreign countries have their own national companies that carry out the movement policy with the state in order to operate. In Albania they have retained the national flag and are given full treatment by the state, even though they are private. An airline company is a creation established under the name of the state. The fact that we have created Albanian Airlines and have made agreements state by state has enabled us to enter and gain the market through it. It is a sensitive asset." Is there an agreement with foreign companies? "We have, with many states, agreements for overflights over Albania, for the use of airports and for direct flights. The aim is to expand the network, and with the privatization of the aviation market work is under way to increase revenues." Rinas Airport

The strong roots of the Kanun: blood feud strikes again

Peshkopi, two killed PESHKOPI — Two more cases due to revenge. The old "disease" of blood feud thus continues to cause new tragedies, striking isolated people, as it has always done, because belonging to one family that is at "blood" with another. The serious घटना took place in the village of Ustelenë. Here — according to sources from the Public Order Branch — Hasan Hysa shot at the brother of Fuad Gurra and killed him, leaving him [..] Arrezi. After that Hysa hid in a place known to the police and was arrested by the security forces. The history of enmity between the two families had begun four years earlier. Back then a boy from the Gurra family had killed a person. The brother of the killed man returned to take revenge, and later the brother of the killed man also killed Hasan Hysa. After that killing, one of Gurra’s sons, called Hasani, was seriously wounded. Once, blood was not washed away with blood, but postponed over time. After three years, Hysa organized another ambush and killed two people. Events of this kind once again bring to the forefront one of the oldest problems of Albanian society: the struggle between state law, recognized by everyone, and custom that comes from the depths of the centuries. The issue must be addressed immediately: preventing people from acting through the mechanism of self-justice that pushes them to act according to norms inherited from generation to generation. Germany takes responsibility for returning the pesticides

Evacuation begins during the summer After the major ecological alarm TIRANA — Hopes are reappearing for the evacuation from Albania of expired pesticides. These days, the spokesman for the Government transferred to Albania from the former German Democratic Republic, which for years have remained at the Base station and in the Mëllotit warehouses. According to the German spokesman, this operation will begin during this summer. The pesticides stored in northern Albania will be transported to Germany through the Port of Durrës, without the need for temporary storage in former Yugoslavia. So far this remains the only official statement from the German side regarding the sensitive pesticide issue. The other procedures that will make up this operation have not yet been made known, nor what Albania’s commitments will be. Also unconfirmed is the report that a larger share of the material in the imports of these pesticides, worth about 1.4 million marks. In Albania, the pesticide problem is becoming more serious every day. Specialists from the Environmental Committee had stated a few days earlier to Gazeta Shqiptare that the barrels loaded with these poisons are worn out and that now — with rising temperatures — there is a risk they may explode. Drug growers stopped

— The authorities in the Delvinë area reacted through the police to stop two young men. Rumors about drug-related activity had been circulating for some time. This "fashion" had first begun in Albania around mid-July '93, when hemp seedlings were seized and confiscated in the village of B. [?]. In that village officials had found about 250 cannabis sativa plants. According to the police, two other people were also detained for similar activities. (L. F.)

Islamic Bank in Tirana

TIRANA — A new bank began operations on Friday in Tirana. The ceremony, with the decorated counters made available to the Faysal[?] Islamic Bank, took place in its gallery. It was thus called the headquarters of the Albanian-Arab-Islamic Bank[?]. The bank has joint capital: 60 million dollars from Arabia and 40 million from Albania. The Albanian President himself described it at the first moment of this bank. Berisha said that with this action the inauguration activity had made the entry of foreign capital into Albania clearer. The theme of the President’s speech highlighted a "wake-up call" with the first improvements in a devastated economy. The bank was welcomed by a broad spectrum of the Albanian economy.

YESTERDAY IN ALBANIA

IN TIRANA A PERSON WAS MAKING CARTRIDGES AT HOME — A resident of the village of Gropaj, very near Tirana, has been arrested by Commissariat 21 in the capital. For some time the police had been looking for him because he was accused of shooting and wounding with a firearm. NO SATISFACTION OVER THE PRIVATIZATION OF THE KASMILI CINEMA — The Kasmili Committee has now been privatized, passing into the ownership of a citizen of the capital. After this decision, the first reactions in Sarandë began. Feriz Shabani, an employee at this cinema and at the same time the administrative head of the cultural institutions of the union, stated to the official news agency that he did not approve. For this type of object there is a decision signed by the two leaders of the largest unions, which allows their privatization only after the rule of law is observed. Two aggressive villagers arrested

Fier. FIER — The police in Fier have arrested two villagers from Seman. Fuat Zeqo, 30, and Gentian Duro, 19, are now accused of a serious act. According to information received by the police, the two young men had brutally beaten a newly married couple from Greece while approaching them there. The man was left with severe injuries and the woman had four jaws broken. The serious incident happened after an argument among young people and is not believed to have been a prior assault that ended with the arrest of the two villagers from Seman.

Vlorë: the city awaits its telephone prefix

Three days without a connection to Tirana VLORË — The telephone saga continues for the people of Vlorë. This time the city was supposed to be connected to Tirana — from which it has borrowed a prefix for days — bringing telephone conversations to a halt for nearly three days in a row. But the long queues of citizens in the city of 100,000 inhabitants cannot be reduced even if the only line with the capital were to function. Today the issue of the prefix is in the foreground, although for Vlorë it is a problem for the realization of international connections; with the automatic exchange in Vlorë, calls have been interrupted. "It is a legitimate concern," Kosta Qoja, chief engineer of Telecom in Vlorë, tells Gazeta Shqiptare — "on our side, as a company, every effort has been made to continue the work of installing the prefix from Tirana, since it can be advanced from Tirana because the final works are there.
