The investigations have just been completed and the case file concerning five Albanian servicemen has now reached the Court; according to the indictment, their actions caused the death of two soldiers, the wounding of three others, as well as material damage to military property worth approximately 50,000 dollars. They are Ylper Meraja, Pilo Ndini, Arjan Guma, Shat Selfo and Qemal Stroka, the five Albanian servicemen who will soon appear before the court precisely for the massacre that took place at the Peshkëpi border post. The chief of the Gjirokastër Police Commissariat, Ndrë Pol, the Chief of Border Police for the district, and Guma, commander of the Training Center in Peshkëpi, are accused of “abuse of office”, while Selfo, the storekeeper-guard and Stroka, squad commander and shift supervisor at the Peshkëpi border post, are accused of violating guard service regulations. The greatest responsibility, according to the indictment, is attributed to the chief of the Police Commissariat, Ylper Meraja, who, insisting and in contradiction with the regulations of his department, had decided that the young recruits should be trained at a border post. However, there is a strong possibility that Meraja will not take part in the trial, since he is the only one of the five defendants who is at liberty, but also because only a few days ago the Commissariat he had headed for several months declared that he was wanted, even accusing him of the criminal offense of “causing scandals” for his involvement in the scandal of counterfeit banknotes or even fuel smuggling. According to the Prosecutor’s Office, heavy responsibility is also attributed to Pilo Ndini, especially for failing to enforce the border-regime safeguards and for removing the second-year soldiers from the Peshkëpi border post, leaving the unit with only young recruits. Arjan Guma, commander of the Peshkëpi Training Center, is also accused of the illegality of placing the young recruits in the guard position. As for Selos and Stroka, they must answer charges of failing to report a crime, which refers to the fact that they had been asleep, even naked, while on duty at the time. Thus, after the killing of two soldiers, the wounding of three others, and the seizure by the Greek commandos of 15 automatic rifles and two pistols, five Albanian servicemen are now also appearing before the court. The significant increase in the number of vehicles on the roads in Tirana is now being seen by specialists as a possible environmental risk. Although the first measurements carried out by the Hygiene Institute at the main intersections have shown a pollution level that is acceptable and within normal limits, concern remains, especially with the arrival of high temperatures that help harmful gases evaporate. Pollution from vehicles is mainly caused by their age and by carbon levels many times higher than the norm. “Most of the cars on the road are worn out,” says Albert Gushi, a specialist at the Hygiene Institute, speaking to Gazeta Shqiptare, “but gasoline is also a problem, especially that produced domestically, since it is not checked for lead content. Otherwise, within acceptable levels, in Tirana and several other districts we have detected traces of lead.” If the current situation seems calm, the weather forecasts for the coming period tighten the screws a little more. “The survey we carried out was done in April and under conditions of atmospheric pressure,” Gushi continues, “whereas now in summer pollution should have increased because of the heat, which favors the release of nitrogen oxide gases.” While the situation is expected to worsen, specialists do not have the means to carry out the necessary measurements. “The equipment we use is numerous and old,” says Gushi, “but we have secured the vehicles we need to go out and carry out the measurements on samples.” Armand Mero

The head of Italian diplomacy in Albania

Death sentence for street dogs

During the night the animals will be killed with shotguns by hunters TIRANE — “Any dog seen unaccompanied will be eliminated.” Tirana is now also declaring open war on these undisciplined animals. A special decision by the Municipality sets out the launch of an organized campaign against them within a few days. The killing of the dogs will take place in the late hours of the night and will be organized in cooperation with the Cleaning Enterprises and the public-order forces in the capital, by specialized personnel armed with hunting shotguns. The idea of fighting street dogs arose as a result of the extraordinary increase in these animals in the capital’s public spaces. In fact, they have almost become lawful inhabitants of the walks and even of the boulevard. According to specialists from the Veterinary Office at the Municipality, this increase has come from the rise in the number of private houses and premises that keep dogs for protection against theft. But the problem does not stop there. Since people have not learned how to feed them, they have left the animals free. Precisely in order to avoid these uncontrolled “tendencies” in the streets of the capital, strict measures will now be taken against them. Designated persons, with firearms licenses from Public Order and with the support of the Cleaning Enterprises — which will also provide a vehicle to collect the killed animals and then bury them — will soon go out, from 11:00 p.m. to 3:00 a.m., to punish the dogs roaming alone. To avoid innocent victims, the Municipality has decided to inform, through the media, all people who have household or ornamental dogs to keep them tied up and always accompanied. Otherwise... Ar. He risks prison after being cheated by an Italian

Gazmend Muça’s brother is arrested

After accusations over two murders TIRANE — The mother and brother of Gazmend Muça, the young man who was brutally killed in April ’92 after a clash between rival gangs in the capital, have ended up in prison. According to a statement from the Ministry of Public Order, 18-year-old Taulant Muça is accused of murdering a young man from the capital on 21 March ’94 as well as taking part in another murder committed in June of the same year. Taulant Muça is also accused of another attempted murder. Meanwhile Edlira Muça, 23 — known by the nickname “Kërriçi” — is being held for “support after the commission of the crime”, because the investigators established that she knew about her friend’s crimes and his unlicensed weapon. As for Taulant’s mother, Liri Muça, 51, and Edeva Shajku, 24, they have been detained by the authorities, since — according to the accusations against them — they were co-authors of hiding Taulant Muça’s pistol, quickly removing it from the house and hiding it elsewhere. With the hidden weapon now found, the authorities state that they have also shed light on the murder that occurred on 21 March ’94 — near the “Partizani” High School — when the murder of Petrit Toska was staged as a suicide, since the victim had been left holding a “Zastava” pistol. Perhaps the Durrës farmer from whose yard it was pulled by a municipal crane eight years ago will remember it, when the exhibits of the “pyramid” were being filled.
